God, when I first heard me and my party would be fighting a gelatinous cube, I thought “Oh, a slime! Simple!” But after it killed one of our NPCs, seriously injured a few of us and damaged some of our weapons, *I know better now, those things are fucking TERRIFYING.*

In general for Dungeons & Dragons, you start at first level and every odd level afterwards you gain benefits. This is also similar how you get bonuses to your abilities (Strength, Constitution, Dexterity, etc.) with every even number after 10. IE: 10-11 is +0, 12-13 is +1, 14-15 is +2, etc. Players usually max out with abilities at 20 (total of +5) naturally and stop at level 20 also. Some Dungeon Masters will allow for higher abilities and levels if the Player's characters are supposed to be avatars of gods or demi-gods and then they usually play at a much higher tier against much, much tougher foes such as other avatars, demi-gods, or even gods themselves. Dungeons & Dragons has expanded this list to include higher tier Fae, Demons and Devils, Dragons, Outer Planar beings (aliens), and a few creatures that would be comparable to ... say ... King Kong or Godzilla.

3 to 4, not usually, 2 to 3, or 4 to 5 however is a different senario

Agreed. 4 is an ability score, so sometimes it is, depending on your choices. But 2-3, 3 is where most classes get subclasses, specializations that give you unique benefits, which can be very powerful. A Bear Totem Barbarian can resist all types of damage except psychic. A Moon Druid can wild shape into stronger beasts.
Level 5 is where classes get a special "feature". Most martial classes get "Extra Attack", allowing them to perform another attack that turn if they had spent the turn attacking. The Rogue gets "Uncanny Dodge", which lets them reduce damage from an attack, as if they managed to maneuver and squirm to avoid damage with their agility.
