If I remember correctly (maybe I don't), FIDE chess rules states that as long as a checkmate is possible with the pieces on the board (including both the players' pieces), even if the two players would need to work together to make it happen, it is not considered insufficient material, so white running out of time would lose here.

If there is a possible checkmate even if both the opponents pieces have to get involved,then whoevers time runs out counts as a loss,the only time its a draw is when you cant checkmate with the pieces,ive tested it with a bot and i lost when i ran out of time.

It’s possible if your opponent don’t know how to defend the right way but most of the time they won’t fall for it so 2 knights vs king is usually considered as a draw
