It is water (plumbing). I dipped water to allow the candle drippings to dry quickly. Yes, it is necessary to use micro wax. Otherwise, the candle petals will become brittle and difficult to make a flower. If you can't find micro-wax You may try Vaseline instead. I suggest you try mixing just a small volume first.
