Sheriff Deputies Enforce New TAP-to-Exit Program at Santa Monica Station

- SANTA MONICA, Calif. (September 3, 2024) - The Los Angeles County Metropolitan Transportation Authority (Metro) has launched its TAP-to-Exit Program at the downtown Santa Monica E Line station, expanding the initiative following a successful pilot at the North Hollywood station. This new effort is aimed at enhancing security, reducing fare evasion, and improving the overall safety of the transit environment for all riders.
Santa Monica was chosen as the first location for this expansion due to the city's ongoing collaboration with Los Angeles County and Metro, focusing on improving public safety and addressing the challenges posed by unauthorized train riders in the downtown area. Santa Monica Vice Mayor Lana Negrete was present at the station to observe the program’s kickoff. She engaged directly with the deputies on site and shadowed them during their sweeps through the trains, reminding riders that they had reached the end of the line and needed to exit.
Metro has deployed a range of personnel to support the new program, including Metro Ambassadors, the Metro Outreach Team, and the Los Angeles County Sheriff’s Department Mental Evaluation Team (LASD MET). These teams were on-site today, offering outreach and assistance to passengers. The LASD MET, consisting of a deputy sheriff and a licensed mental health clinician, specializes in crisis assessment, intervention, and targeted case management. They are trained to defuse potentially violent situations and can initiate involuntary psychiatric hospitalization for individuals in crisis under the Lanterman-Petris-Short Act (LPS). The goal of this co-response model is to reduce the use of force, minimize unnecessary hospitalizations, and avoid incarcerations of severely mentally ill individuals. The team also provides in-service training on de-escalation techniques, crisis negotiations, and managing mental health incidents.
Metro Ambassadors play a vital role in supporting riders by connecting them to resources, reporting maintenance and safety concerns, and ensuring a welcoming atmosphere across the Metro network. They are part of a broader safety plan that includes law enforcement, homeless outreach workers, mental health support teams, and cleaning crews. Additionally, Metro's Homeless Outreach Teams engage with unhoused riders, providing them with support and linking them to appropriate resources.
The TAP-to-Exit pilot program at the North Hollywood station demonstrated significant success, with a 40% decrease in incidents such as fights, drug use, and graffiti. Surveys from that pilot showed that 91% of riders felt the station was cleaner, and 86% felt safer. The expansion of this program to Santa Monica aims to build on these positive results.
As the program begins, Metro will focus on educating riders about the new requirements during the first week. Starting September 10, passengers who fail to pay their fare may face citations and fines. Santa Monica Police Chief Ramón Batista emphasized the importance of such initiatives, stating, "Metro programs like TAP-to-Exit, combined with the efforts of our officers, are crucial for achieving a safer community."
The program's rollout also includes increased security measures, with Los Angeles County Sheriff's Deputies and Metro Armed Security conducting comprehensive sweeps of the station. Deputies play a dual role in enforcing fare compliance and maintaining public safety while also providing outreach to passengers. These efforts are part of a larger strategy to deter criminal behavior, reassure commuters, and restore confidence in the Metro system.
Los Angeles County Board Chair Lindsey P. Horvath noted, “Expanding the TAP-to-Exit program to the Downtown Santa Monica E Line Station is an additional way Metro is improving customer experience and safety. We encourage everyone to use public transit and benefit from these enhancements.”
Passengers are encouraged to remain vigilant and report any security concerns through Metro’s Transit Watch app or by contacting Metro security directly at 888.950.7233. For emergencies, they should dial 9-1-1.
The new TAP-to-Exit Program, along with the presence of Metro Ambassadors, outreach teams, and enhanced law enforcement, underscores Metro's commitment to ensuring a safe, clean, and welcoming environment for all transit users while promoting sustainable public transportation options in Santa Monica.

Finally correcting a system long neglected
The homeless problem will never be solved unless they demand results. The homeless problem has created many high paying taxpayer funded jobs. If the homeless crisis is solved, those jobs will no longer be needed. Unlike jobs in the private sector, no one gets fired when they don't accomplish their objectives. The problem keeps getting worse, and they just keep throwing more money at it . Nobody gets fired, and they create more taxpayer funded positions. They have metro security, LA sheriff deputies, and now Metro ambassadors. All basically doing the same thing. Until they start holding criminals accountable for their actions and require the homeless to either get arrested for illegal public camping, stay in shelters , accept addiction treatment, and / or mental health treatment or prison. Otherwise, they just shuffle them from one area to another. California has become the place to be for America's homeless, the enable this, they pay people for being homeless, they give them needles and meth pipes and nothing is required of them.

@IanTrump1008 fare enforcement doesn't only save money lost from fare evasion, it also prevents a significant amount of a crime (and associated costs) on the system because the majority of crime is committed by people who evaded the fare. But I agree, they should have designed the system with better fare enforcement physical infrastructure so that they don't need so many officers present

It’s sad that Metro has to continually add security measures because of the criminals. You notice with a big law enforcement presence, those types aren’t around. There’s just no way they can allocate that many LA County Sheriffs officers to Metro every day.

I don’t why they make this a big deal… this doesn’t happen when I go to Santa Monica and I usually use the unauthorized doors to get onto the platforms. If homeless and drug addicts can ride for free , why do I have to pay? Recently someone was shot and killed on that same train and where was the police when they were really needed? Trains are always dirty , Santa Monica is the only station that has the sheriffs in and out of trains. Even security guards are useless , they block door ways and make it hard for paying customers to get into the train with out holding the doors. There’s so many things wrong with this metro system for them to try focus on only enforcing some tap to exit policy.

Thank you to the officers and social workers that make riding the Metro safer. The officers at the Vermont/Wilshire emergency entrance made a noticeable difference while they were there. I can guess this is a training / test phase in Santa Monica, so hopefully we can get officers at more stations as other comments have mentioned.

As a former Santa Mohican (homeless Santa Monican), I know this is pure ceremony. The Metro trains function as a homeless shelter for a fair amount of ill, probably drug addicted, homeless people. Every season or 2, the police make their presence known for a weekend at the 4th St Metro stop. They will claim they are enforcing payment, but will do nothing. On two separate occasions, I've literally jumped the entrance gate in front of them just to see what would happen, nothing. I support efforts to maintain the health and safety of the Metro and its users, but it is lacking. Same time next year, they'll be doing the same thing expecting different results which I doubt will happen.
The tsunami of taxpayer treasure to pay for all of this is overwhelming.
If everyone were to pay for their ticket this wouldn’t have to be necessary to begin with. So apparently it is. The police is enforcing the law. Second, this is not a tsunami in costs, the average cost of having 6x police officers (at 80k a year) would have been $ 2000.- a day total. Not really a tsunami. Get your facts straight before making an uneducated comment.

The fare gates look very easy to crawl through or vault over. The fare gates look very similar to the original ones on the SF BART train system. BART has begun installing new fare gates that are about 2 meters high. LA can have this new TAP-to-Exit Program but it won't be effective until they fix the fare gates. In Queensland Australia they have a very effective Tap On/Tap off system for their light rail. Tapping on or off is done on the platforms. There are no fare gates at all. But they have a LOT of staff checking people's fare cards while on the trains. Your card will get checked & there are big fines for fare evaders!
The fare gates are much worse than the original BART fare gates with their little bars. Both fare gates are easy to hop over.
