All of those, I think. Depends on if and how you use them. They might be used as secret compartments to hide stuff or just neat drawers to show off. But in any case, it adds features to a pretty thing without taking anything away.
This is one of those things where the question "how much did it cost" is pretty much impossible to gauge I'm guessing. Nowadays we'd think about the fixed and variable costs, whereas, this project doesn't even start without a monarch in control of an entire countries wealth and populace wanting a desk made.
