Actually Kenshiro do have some kind of stand! I can't remember the details, but is some kind of hokuto shinken spirit. You can find more about it in Hokuto no Ken 2(animated series)! You can also check out what I'm talking about but looking for "kenshiro stand" in google images.

But would dio actually beat kenshiro in a one on one fight? That one needs some thinking actually. If he sucked kenshiros blood wouldn't he get stronger ? Can hokuto shinken even work on vampires since they could regenerate on a cellular level ? Would Ken be able to sense za warudo? Like pure strength and durability, ken has it in the bag , but dio also has the speed and intell plus he could stop time. Idk u decide.

Dio on the other hand indeed had a Time stop, but if Kenshiro wouldve used ANY technique of Nanto or even "Anryu Tenha" from Hokuto Ryu Ken, Dio would be ...haha....already dead
