I think there a bug on some coasters where it thinks there is no ride operator on it even though you built a perfect coaster. I had something similar top prestige but no one went on it. It was frustrating took me hours and many scenery to build it.
Definitely worth submitting a bug report, I had the same issue but with flat rides
