It can, but the split level floor would have to be adjusted to match the top floor.
Why no waterproofing on the concrete roof decking?

Yes I do.
My comments maybe too late but here goes:
#1-Why the jog in the building along BR #5? moving this wall to be inline with the garage wall would be better, more room for the BR/bathroom at minimal cost;
#2- Sliding door into the garage?? This should be a fire rated door, not a sliding door;
#3- remove the "L" shaped entry into BR #2. This will give more room inside the bedroom;
#4- eliminate the hallway into BR #1;
#5- kitchen should have a working triangle for the stove, fridge and sink;
#6 why not do a frame roof over the building? The type of roof on this design is not very attractive at all, there is no cohesiveness to the roof line. Also all of the water from the framed roofs will be going onto the concrete roof, major problems later on!!

I didn't get to respond to your comments fully because I was busy doing something. Thanks for your comments and let me give a more direct answer to your comments.
#1- If you notice the width of the garage is 14ft, initially that wall along bedroom #5 was inline with the garage, but the width of the garage has increased from 12ft to 14ft.
plus to carry that wall along right through to the back of the building would be more expensive.
#2- In my opinion a fire rated door would not be necessary, unless you are expecting the car to caught fire or some explosion. That sliding door was put there for two purposes, to access into the building from the garage and also to get more natural light into the building from the garage window.
#3- The L shape into BR 2 was done like that because the door would open up to the entertainment area, and to create privacy that L shape was create to conceal the door from opening up to the entertainment area. But funny enough as you mention it, I have already make changes to that some weeks ago to create more space in the bedroom and neglect the privacy issue.
#4- The hall way in BR 1 is necessary because I need that extra wall space in the entertainment area for 110 and 220 outlets. Remember that back wall is going to be Retaining wall which is going to be subjected to moisture and I am hesitant to put electrical outlets on that wall.
#5- The triangular kitchen layout is not necessary in this instance, if notice this is an open concept and the Kitchen counter was used to separate the kitchen from the living and dining and I am going to put either the stove or the fridge there to create the triangular layout, and just to inform you that a triangular layout is not the only way you can layout your kitchen and that's not significant in my opinion.
#6- When it comes to the roofing, first of all, the entire roof was going to be reinforced concrete slab, I was the one who introduce this type of roofing to use timber roof over all the bedrooms in order to reduce heat absorption in the bedrooms due to the slab roof and cut down on energy cost. You have to remember that a timber roof is more expensive than a concrete slab roof and the money is not available to do a timber roof over the entire building. Just to point out I have use this type of composite roofing over a few of my buildings and there are no significant damage to the roof by water. In closing I must alert you that a structure is not only design for Aesthetical purposes only you have to consider the overall cost of construction as well. NUFF RESPECT LET ME KNOW IF THIS WAS HELPFULL.
Another great video. Thanks! Gave me some good ideas. You mentioned that a flat roof is prone to issues such as leaking. Does the reinforced concrete address those concerns? Also, Is the cost per square footage to build based on the house footprint, or does it also factor in the number of floors being built?
Yes, concrete is very porous and will allow moisture to past through if not poured and screed properly. Another drawback to concrete roof is that it absorbs a lot of heat, a matter-of-fact concrete roof absorbs 5 times more heat than a timber roof. To your second question, yes the cost per square foot of the foot print of the building does factor in all the floors.
