Miley Cyrus has a similar issue (like diagnose given by a doctor) that her voice has been permanently changed by singing and such throughout her childhood, which as left it raspy. She said they said it was something that actually doesn’t happen much to people her age, so it’s definitely from overusing her voice and Jojo might be in the same boat.
Strained vocal cords is a thing if you are screaming while singing, it can cause scabs to form on the vocal cords sometimes you won’t notice the damage till it’s too later.

When she tried to sing traitor, from pushing and screaming trying to hit those notes, thats probably a huge reason she sounds like this right now. She has fried her vocal chords and/or lost her voice or still losing it in the clips. She really needs to take a step back and care for her vocal chords or she could get scarring and make this permanent. With the right treatment and some vocal lessons she may be able to recover. Not a fan of her but I hope she gets better. It sounds very painful.

She's probably trying to sing too soon or talk to much. Mine kept not healing because I had a job where I talked alot and they refused my drs note and said it was no big deal until I kept losing my voice like every day and then finally after weeks they were like ok your right you shouldn't be taking orders it's. Making you worse and I was like no really I've been saying that for over a month! Ridiculous. But yes if you don't let yourself heal proper like weeks then you can just make it terrible. I also got alot of strep throat as a kid and after the 3rd time my voice was nor perma raspy but gets raspy very easily now.
