You can use tailwind functions so that you don't have to write all classes on html and write it separately like plain css.

In tailwind CSS you can add all your helper classes in CSS file by using @apply, by this approach our html will not look messy. I have follow this approach in my project.

In my case, I go with react because it is more important to learn, and to be honest I learned bootstrap while working on react projects.
but if you want to learn Bootstrap first I recommend that don't spend too much time while learning it

React is a Frontend Library where bootstrap is a only css framework if you use react it ask you for use tailwind when you creat react app. If you learn react you must learn tailwind.
