The *British* military and diplomatic staff follow a very different approach-get ugly drunk and try to beat up everybody who dresses funny or doesn't speak English. The approach was fairly successful until about 80 years ago.

I don't think the "out of sight, out of mind" story is true. I've heard a couple of variations on it ("blind and insane" and "invisible idiot") with a different backstory (a translating computer).
It's highly likely both are true. Idiomatic expressions do tend to be translated literally when either the translator is unaware he's reading a saying, or the computer is old-school.
