  • The Democratic Republic of Congo has been engulfed in conflict of one sort or another since 1996.
    The fighting, between the government and a complex, ever-shifting array of rebel militias, has resulted in the deaths of an estimated six million people and the injury, rape and forced displacement of a great many more.
    The international community has tried many times to help the country resolve some of these problems - or at least to mitigate their consequences - with the United Nations maintaining a peacekeeping presence since 1999. Known as MONUSCO (United Nations Organisation Stabilisation Mission in the DR Congo), it is currently the largest and most expensive such mission in the world, comprising 21,000 uniformed personnel from 50 different nations with a budget of just under $1.5bn.
    But for all its size and resources, the force has frequently been criticised in the past for being ineffectual, overcautious and for failing to meet its responsibility to protect the country's vulnerable citizens from harm.
    In practice this has meant that while civilians have frequently sought and found sanctuary at UN bases, its troops have rarely been allowed to venture out of those compounds to engage with the armed groups and militias. Indeed, on more than one occasion, the most brutal acts have been carried out even as the peacekeepers looked on. For example, as recently as last July, a militia known as Mai Mai Cheka took over a town called Pinga, decapitated civilians and threw the severed heads at the local UN base, shouting: "Take these, you’re the ones who like meat."
    But at long last things are changing. The UN force now has sharper teeth and new rules of engagement.
    In March last year, the UN Security Council sanctioned the creation of a new Force Intervention Brigade (FIB), made up of 3,000 well-equipped combat troops from South Africa, Tanzania and Malawi and gave it a mandate to "neutralise and disarm" the various armed groups.
    It was a crucial decision because it meant that for the first time in the organisation's history, soldiers wearing the UN blue helmet were being allowed to go on the offensive, rather than having to sit helplessly by as atrocities took place. In other words, the peacekeepers could become peacemakers.
    As it took shape last summer, this beefed-up force was placed under a new commander, Lieutenant-General Carlos Santos Cruz, an energetic 62-year-old Brazilian. He was tasked with cutting through the inertia that has brought the UN so much criticism in the past.
    Half-way through his one year appointment it is already clear the general has wrought some dramatic changes.
    The first tangible signs of the new approach came towards the end of last year when the Congolese Army, the FARDC, closely supported by the new UN force, successfully defeated the rebel M23 group, which had humiliated the FARDC a year earlier when they marched largely unopposed into Goma, the regional capital of North Kivu province.
    On that occasion the UN did not intervene, even when troops from both sides went on a rampage of looting and raping women and children in the area. But in October and November 2013, under General Santos Cruz's watchful eye and provided with better training, intelligence, back-up and logistics support, the FARDC was both more effective and (for that moment at least) more disciplined. Crucially, the fact that they were also fighting alongside a potent UN force that was prepared to go on the offensive made a significant difference.
    As the general explained later, this new proactive stance is now the UN's guiding principle in the DR Congo. "We are going to protect the civilians, eliminate and neutralise the threats," he said. "We are not going to wait for the threat to come here against the civilians."
    To find out what this means in practice, People & Power went behind the scenes with the general and his FIB force as they consolidated their gains, gathered intelligence on rebel activity, and prepared to launch a new joint UN/FARDC offensive.

      this has nothing to do with tribal war. Yes there are some people who just can't stand each other due to historical fact but this is something that doesnt even have a mention "tribe" in it. Tribal wars can never last decades. If they occur no matter the place it's short termed. Stop finding petty reason to cover serious issues.

      It is a beautiful country, but there is no state, even calling it a banana republic would be too much honor (jic I'm half congolese - Rwandan, belgian (so no racial connation)) and born there in Goma. I get the PR stunt, it's a rich region and in the years to come you need to be pro Congolese gov or the Chinese will leave with the juicy contracts. But geopolitics aside in what world is it normal that the so called special forces of the RDC are drinking bottles (not a glass) of Wodka before battle and that in front of foreign journalists...Do you honestly believe tht soldiers that are drunk (probably drugged as well) will go to battle?? My wild guess is that they will go on raping whatever woman they can find (when there are no cameras), killing, stealing (as the soldiers don't get paid there). And that is exactly why some communities are taking rebellious actions. Perhaps instead of giving so much attention to the nationalist side of the story, Al Jazeera should interview the M23 actors and ask them why & how they started their rebellions and why their family members are living in neigboring countries. As a fyi, 60% of Congolese refugees are living in Rwanda, I would invite anyone to go and talk to the Congolese community in Rwanda that has access to healthcare, work, security and a dignified way if living what they think of the situation. I can garantee that it won't be the same story as that pro bolsenaro brazilian general...What would solve this situation is a Federalisation of Congo at worst, at best redrawing the borders of Congo in smaller states and have local communities take ownership. And that would bring Wakanda !

    Look! I was in Congo 🇨🇩 when UNICEF Lories pretended to bring aide protected by these guys to Rwnadan refugees but guns were underneath the food after the lorry toppled. there is more to be gained by their countries by their presence, don't be fooled. Why would Brazil or any other nation care if an African country succeed.

      yeah, it is a beautiful country, I've been there, I just went to Goma but wanna go to Kisangani, Bukavu and Kinshasa, I had a lot of trouble there with pictures at some point some fisherman wanted to kill me ( about 30 of them) just because I took a picture of lake Kivu, but I still want to return to this vast and unexplored land.

    When talking of Force Intervention Brigade, one has to talk of Tanzania, which has a larger proportion of troops, the first in building FIB and yet it plays a big role up to date. It would be fair to show at least a few clips of Tanzanian forces.

    The UN soldiers that fight are Africans, meanwhile the non blacks just walk around with guns in safe areas.... It's irrelevant but raises questions. In my time in congo I had almost never seen an african AN soldier.

      Exactly. The playbook of the UN has been exposed and it's heartbreaking to realize that the agenda of the UNITED Nations is to DIVIDE and conquer. I do not understand how any country, any person, can continue to support not only UN operations but the UN organization itself. Their history shows that they are not deployed to an area to provide humanitarian protection unless they are the reason the unrest exists in the first place which is almost always a tool for exploitation.

    This is a joke! I'm not for private armies of the likes of Blackwater but if you want to get things done in Africa, and want rid of these thugs, Malawian UN soldiers aren't gonna cut it. Malawians are great people, mostly honest as the day is long, but they are about as aggressive as a sedated sloth. The South African army is about as effective as their ruling party. Get Executive Outcomes to sort the rebels out. It should only take a few weeks.

    Just wondering where the rebels get all their artillery from. Rebels seem so powerful that the government of Kinshasa cant deal without help. People are getting rich out of this war, someone is selling weapons, that is the person to block
