Assuming Windows, you download the community exe then double click on it and follow the instructions.

what do you do when you are denied access to Php when you click on admin for MYSQl on the xampp control panel

Ask the xampp forum for support. It all works out of the box so you will have turned something off by accident but that is too hard to debug over RUclips comments and I'm not an xampp user so can't start to guess.

Kali and Ubuntu are both Debian based so just follow that one and it should be pretty much identical.
