@@HarokuSionpartially, frogs have a slight mucus membrane, salt water dissolves that membrane. It’s basically like pouring acid on them. It’s the same reason salt kills worms and snails/ slugs

Real frogs are really weak to salt water, it clogs their gills and burns their skin
This would also work with actual frog biology cause most Frogs can't handle saltwater, causing dehydration and can be poisonous if spread inside their bodies
Devil fruits only make the user powerless and put into a state of exhaustion similar to traveling 2 days in the Sahara with no water and you're 3 days in
The whole Devil Fruit weakness usually applies to being submerged in water that's above your knees. Getting splashed by water doesn't do jack... unless you're not human and you're a frog.
