One correction.. After the weight miss and renegotiation Devin was still defending the belt and could lose it even though Ryan could not win it. It was still a WBC title fight. Normal protocol would have been for the title to go vacant. However a day or two after the fight the WBC announced that Devin would keep the belt. It's only because the Haney's are very close with Mauricio Sulaiman head of WBC.
You made the issue about the weight and not the PED’s. He agreed to the additional 3lbs, he didn’t agree to fight someone who was using PED’s. You are intentionally changing the narrative, but some of us can read between the lines.

Ostarine is only banned because of its classification. To gain muscle you have to stack it with a better sarm or actual test. Tests showed it was only beneficial on fight night due to the time it takes to kick in. So the only benefit he has was not losing muscle during the fight
