Here's another Candidate for the Council of Chosen Ones, Orion Pax aka Optimus Prime from Transformers One. Mainly because if there can be two LEGO Characters in Council of Chosen Ones & Two Shredders in Council of Villains, I think they can have two Optimus' with one in the Council of the Wise & one in Council of Chosen Ones. Besides, much like Po, Orion was also Chosen by a Decades Old Wiseman, but also Chosen by the Heart of his Planet.
For the Councils of Wise, you should add Vitruvius because of Emmet and because I want to hear Morgan Freeman in that council. You can't have a council like that without the amazing voice of Morgan Freeman.

Now the thought of adding Shang Tsung to the Council of Villains and Liu Kang to this council crossed my mind
Cecil Harvey from FF4. He can first appear as a Dark Knight and talk about the bad things he's done and how he wants to stop hurting others. Such a story may strike a cord with Anakin. Especially when he shows up later with updates on his progress. It could be a good inspiration for Anakin to eventually come clean and tell the others what really happened with him.

Hello there. I think Scar would be great for Villains and Percy Jackson for Chosen Ones.
I really believe that Yusei Fudo from Yu-Gi-Oh 5D's would make for an excellent member, he is one of 6 Chosen Ones from his universe in his time, and invented at least 3 different advanced forms of Synchro Summoning; Accel, Delta Accel, and Limit Over Accel. He would also get along really well with basically everyone, Anakin when it comes to engineering, Aragorn and Katniss when it comes to noticing whenever Anakin says something evil, etc.
Two other members for the Council of Chosen Ones from the Yu-Gi-Oh franchise would Be Yugi Muto or Jaden Yuki.
Jaden would be especially funny seeing as he is not only just the Chosen One of his time, but also the Dark lord seeing as he is also the Supreme King who wields a power called 'The Gentle Darkness' that is actually the source of life, with Light being the evil side, called 'The Light of Destruction.'
Yugi Muto would also fit as he was the one who was destined to complete the Millenium Puzzle and help Atem not only regain his memories, but also end the Shadow Games and Zorc once and for all.
If you go with Yugi, I can also see Atem being on the Council of the Wise and Zorc/Yami Bakura being on the Council of Dark Lords.

I think i might have found someone who could save Anakin from Aragorn, when he reveals the truth. This someone was chosen by god to liberate the earth of all monsters. He traveled countries all over the planet, got hunted by the authorities, fights in the darkness and can sense evil from afar. His name is Van Helsing aka the Arcangel Gabriel. He would be wise and holy enough to befriend Aragorn and skillfull and energetic enough to befriend Anakin. He would be able get them both to shake hands in truth im sure.

Commander Shepard From Mass Effect should be the next chosen one.
I hope that Sora from Kingdom Hearts gets added to this council at some point. His cheerfulness and background as someone who was never intended to be a chosen one but earned the mantle would be a great contrast to the rest of the group.
Another good choice would be Link as he's the quintessential chosen one, although having him speak in othing but grunts and yells might become grating down the line.

What if Titus from Warhammer showed up?
He would be more level headed than other space marines, though some genuine convincing will be required to keep him from just butchering half of them on sight. Valten, the Ubersriech 5 from Vermintide, and Gotrek and, Felix from warhammer fantasy would be much lore level headed.
In addition, someone like Nagash, Malekith, his mother Morathi, or any Dark Eld, or Archaon the Everchosen from Fantasy, or Abbadon, the Daemon Primarchs, or any Drukhari woukd be fun additions to the villains, if only because they would leave the other villains in shack at how utterly evil they are.
