Reusing Top Hat would be a a solid conclusion. That would make sense given that the model has been missing all these years. I think the hull might have been reused from the Diesel Tug. I want to say the block bit under the hull was used to place the wheels on the Ertl toy. Your theories make perfect sense. Also, can't wait to see the finished Top Hat.
I wonder that, if it is a harbor tug hull or some sort of hull from TUGS, if that explains why Bulstrode's hold is a single piece in the TVS and a double hold in the RWS. Perhaps a superstructure goes in there or something? Still really trippy.
I just remembered that the tugs models had all the mechanical parts stored inside the hulls so maybe they just got top hat took off the hull, filled the gap in the hull, then put a hut with a face on the end
I highly doubt that to be the case, because there is a small ship, seen in the beginning of 'Bigg Freeze' (where the hull was red), which also looks uncannily similar to the Bulstrode hull. Also I believe that the Top Hat hull must've been much larger than Bulstrode's was, due to the way the other 'Tugs' hulls are shaped
Due to the camera angels in Tugs, models looks larger than they are. Also OJ was reused as Lakesider III. Therefore technically it could be Top Hats hull used for Bulstrode.

While yes, similar, these hulls only share the propeller and rudder assembly. There is only one rim on bulstrode's hull, while on Top hat's there are 2. Besides, Bulstrode looks majorly different from Top Hat. edit: Also, for those who don't know, that block is what you call a keel. A keel is a ship's spine essentially. Some ships have a flat keel, like the steamship Goethe, or some have 2 keels like the tractor tugs. Old sailing ships have a very visible keel (that extends from the spot where the rudder is, to the bow-sprit.) that looks exactly like Bulstrode's keel.

As much as I hate to point it out, the hull in Lucky's Yard didn't have the rail underneath it, right? Only the full Tugs actually used in episodes as characters had them. So it would actually make more sense for it to be Top Hat. God, I hope this gets proven false someday.

The diesel tug also had the clip thing on the hull because it was going to be used for the second season of Tugs before it was canceled.

Considering that a lot of Tugs models went to Thomas, we can assume this was one of them.
Fun fact, that “red hull” was supposed to be the main threat to both Star Tugs and Zed Stacks. A diesel powered tug named Deisel.
