People criticize Tsunade for not fighting Pain. Some of them say that she is useless. But I think during the Pain arc she prioritises the life of Konoha citizens as a true Hokage should. As for her fighting skills we saw it enough against Orochimaru and Madara. As the first female Hokage she did pretty damn good. She deserved that Hokage spot as a legendary Sanin. And you guys remember when she trashed those two village elders? - That was pure satisfaction right there.......
Also she was one of the first people to actually fight for Naruto and she believed him. She was always ready to throw hands with the village elders whenever they trash talked Naruto's strength. Big respect for Tsunade.
Her job during the Pain attack was to keep the village alive while Naruto was on his way back. She did an admirable job of that even after the Almighty Push. Her use of the slugs to communicate with everyone and to protect the village people during the attack was very important. She knew her role and played it. She also used Naruto in the very best way even against the advice of the village elders. Her boldness and belief in using Naruto is what saved the world. Lol, she’s one of my favorite characters if you haven’t noticed.
I'd like to think that if Tsunade became the Hokage after Minato's death, things would have been so different for Konoha and the storyline in general. She wouldn't have tolerated Danzo's scheme and therefore could have possibly stopped the Uchiha's upheaval. She would have cared for Naruto much better, and she would not have hesitated to kill Orochimaru on the spot if she knew about his experiment.
But that is a different tsunade we're talking about too. If we had the Hokage Tsunade, then yeah you're absolutely right. But that was after her resolve as a character through Naruto's rasengan arc. If something like that had happened before the 3gsw, and she got elected as minato, that wouldve completely changed the story. But if she was like how she actually was in the story, an alcoholic gambler who is in denial, depression, feared blood and battle all because of how traumatized she was, she would'nt even have been elected. So hypothetically speaking, if she was the Hokage back then, I'd like to think that we'd have the strong willed Tsunade running the leaf. But now that I think of it, if that was the case, we wouldn't have the Naruto that we have now if he didn't have to go through that rough childhood to develop his strongest jutsu, the talkno jutsu.

Tobirama Senju is the best hokage in terms of strengthening his village and mentoring the future generation. He may not be the strongest but he was the smartest and the most fair.

I knew Tobirama would come in at number 1 because aside from saving Konoha from other villages,he is the only Kage we can attribute the developing of the village institutions that strengthened the village and fortified it to survive as a village to this day and that is what a true kage is,a great ninja who protected his Village even in his death to this day

Every jutsu, system and idea Tobirama created was copied by the other villages, and he created LOTS of stuff so lots of copying was done. This is why he is considered a genius. Technically, you could say that he built every village.
i would say though, you just pointed out the issue, while all his idea made Konoha stronger/better, it didn't make it stronger/better relativelly to others, he improved the meta like anyone else before and after, but the meta isn't for Konoha, it's for the world and therefor, just like Naruto did a lot for the world, not really for Konoha, the same apply to Tobirama

I too love Tobirama. He is the most rational Hokage out of all, when Hashirama died everyone expected Tobirama to attack Hidden Cloud but instead he went there for peace treaty, he values Konoha even above his emotions, above his brother. This is a shonen so many people thinks being strong is everything, but you're one of the few that knows what is most important for a village to grow stronger. And Tobirama understood it, though I think Hiruzen should be 3rd instead of Naruto, because saving the world twice is a big thing, but things Hizuren did was much much greater than this

Tsunade gained ranks the second she sent the old couple of advisors to make like bees in the summer and buzz out. She did well as a Hokage, but that act alone put her over Hiruzen.
I'm still pretty sure that the Shadow Clone Technique was developed by Tobirama as a more accessible variation of his brother's _ridiculously overpowered_ Wood Clone Technique. I'm _also_ pretty sure that he invented Water Clones and Earth Clones too; the former I attribute to Tobirama canonically being the _greatest Water Style practitioner of all time_ and the latter I attribute to the fact that the only known users of Earth Clones are Konoha affiliated Shinobi.

You gotta remember just because you like/dislike a character it doesn't mean they were or weren't good at their job. A lot of people may not like Tobirama but he did a great job at his job, because being the Hokage isn't just about the big battles, it's about the every day minutia that comes with running a village.

Understanding Tobiramas usefulness to Konoha is significant.But not to be biased so all hokages including Hiruzen played an important role in Konohas development.

Tobirama is my favourite Hokage because he was the only one who was able to handle both the light and the dark of the village. He created systems that would save as many lives as possible.
In order to build a village, you have to be as pragmatic as possible it may not be the most popular approach. That is why Tobirama is the best hokage. He was the one who brought order and direction to the village.

If I'm not mistaken, Kakashi was also Hokage during the time Sakura instigated (?) the building of mental health facilities (or something like that)? Plus, he encouraged communication with the other kage in order to maintain the peace as well as favorise the free exchange of techonology with civilians and other countries/villages.
I think this list is pretty great aside from Kakashi's placement. The amount of prosperity that konoha went through in Kakashi era is incredible. The village went from a backwater village to the most advanced city in the verse. We know this tech was available before his time as Hokage because the hidden rain village is a modern city during the 2nd great shinobi WW. Good video man, I appreciate what you do.
fuck yea dude. definitely second best hokage, which is ironic cuz he didn't want the position. not to mention he was a post war kage, after the biggest war. but it definitely helped that he didnt have to worry about defending the village from outside or even inside attackers, since he had two of the strongest ninjas in the world doing that, Sasuke on the outside and Naruto on the Inside. thats why he could put all of his attention to modernization and building up the village. it also helped that he had Shikamaru as assistant, you know the smartest guy in leaf at the time.
Have to remember though it was a period of pretty much pure peace. So there wasn’t much of a need to invest time and resources into managing relations with other nations, the focus could fully be on the village. No pressures, no setbacks.
Konoha was never a backwater village though cause remember that Almost all historic moments in the history of the Shinobi world the konoha is a major participant. Konoha is composed of the famous Senju and Uchiha clan, it also is the one to first propose peace to all other major village by initially giving them A tailed beast for free before Tobirama charged them for exuberant amount of money making Konoha one of the few village to actually recover enough after the Shinobi world wars meaning Konoha is rich. it has the famous white fang, the sannin, Yellow flash, God of Shinobi. Plus as everyone put it already The era that Kakashi became hokage, it's relatively peaceful so Kakashi doesn't have much problem to solve
@@AlteredProf Those are all reasons why it is less excusable that Konoha was a backwater village. You can tell it was a backwater village because it appears as such on screen. Compared to the rain village it is a podunk town. The quality of ninja does not reflect on the state of the town. The logistics necessary to take a town from where it is during Tsunade's tenure to where it is during Naruto's inauguration is insane. a marvelous feat, and Kakashi deserves a lot of credit for that. Imagine the technological dominance that Konoha could have had if they took the proceeds from selling the tailed beasts and invested them into tech like Kakashi did.

@@KuribohKujo we don't really know much about Kakashi's reign though, so it's probably not fair to say he didn't do much as Hokage. I remember one thing he did though, which was dismantling Root and helping the Root remnants integrate into society again.
I think that Tobirama's acomplishments are the reason Hiruzen was able to acomplish any of the good things he did. Without the academy, Konoha would not have had the level of skilled ninja they needed to win the three wars. Not to mention, that while we don't see it used to its full potential, the Shadow Clone is one of the most powerful jutsu and should not be underestimated as a skill, and is something that only Konoha had.
I have Tsunade as the best. On top of all the accomplishments listed, let us not forget her taking a useless character like Sakura in part 1 and making the time to train her to be one of the greatest ever medical ninjas by the end of the series. Put some respect on that woman👏🏾
I actually remember thinking today that hiruzen was probably a pretty bad hokage. He was extremely wise, kind, and powerful. He was a very good shinobi but not necessarily hokage. He was just too passive to people like danzo
To me Hiruzen's problem is that he is too trustworthy and kind and as a result the people close to him took advantages of him and wrecked Konoha such as Danzo and Orochimaru. This is why he is a bad hokage to me. I love one part where Hashirama and Madara fights and Hashirama says that he would kill his own children if it is to protect Konoha. This shows how much he believes in the idea of Konoha and what it stands for which the Uchiha was never able to do. Hiruzen was not able to do that as his emotion made him so weak. He made two biggest mistakes, one was trusting Danzo so much and after finding out about him, should have just executed him. 2nd he should have executed Orochimaru when he found out about the experiments instead of letting him go like an idiot. If he did this, the story would have been so much different.

I agree, but the medical corps is kind of gutted in the anime (referring to the any number of times the medics don't do anything, or where the captain instead of the medic decides whether someone is fit to fight and such). Rewatching Shippuden right now and it's really sad, because properly used, the medical corps could have really been something that set Konoha missions and tactics apart in the show, instead of just being something they talk about.
By that logic, why isn't Tsunade #1? she didn't send children to war, she helped save the world against amped Madara, she brought EVERY NATION TOGETHER, she also created the rule that every squad of 3 should have a medic, so that people wouldn't needlessly die on the battlefield(though that was pre-kage, but she hammered it in way more when she was Hokage), and she trained a bunch of people in Medical Ninjutsu over the course of her time as Hokage. The only negative things that happened during her stay was the attack of Pain and well the 4th great ninja war, and she saved countless lives BOTH TIMES. Hiruzen lost the entire Uchiha clan, many young died from experimentation right under his nose, and he did basically fuck-all during Konoha crush besides take Orochimarus arms.
Tobirama created the law against children In war, the original anbu (not the evil version danzo made) he made the police force and recognized the uchiha genjutsu prowess and that it would be easier for them to be police than anyone else, he was very smart and he studied the sharingan from madaras dead body which taught everyone more about it, he actually got the village to be so rich by bargaining with the other village and keeping hashirama from making stupid decisions, he saw right through madara and at least tried to warn hashirama even tho he’s stupid and didn’t care what tobirama said- also tsunade suggested having more healers but other hokages actually made if possible, he also created tons of jutsu which saved minato and Naruto tons of times, he was going to let an uchiha become the hokage and pushed to help the uchiha become less hated in the village,
@@goldenlockxNo it was Tsunade. She debated and argued with the third Hokage and other councils to have a medical team on the battle field due to her brother death & other comrades cause no one was there to them help on the battle ground.
I know they weren’t hokage at the time, but the manga directly stated that Tsunade and Minato were directly responsible for Konoha’s victory for the 2nd and 3rd great wars respectively, so I’m not sure if Hiruzen should really get credit for that.
It was the Sannin who were significant during the Second Great Wars, and Hiruzen taught them so he deserves credit for that. You can argue somewhat for Minato in the 3rd War, but he's only one person. Hiruzen had to manage the forces that was basically fighting every other ninja village.
@@outgroup hiruzen managing doesn’t give him credit lol. It’s reiterated multiple times Minato basically fought most of the war himself. He was flee on sight and was said to have ended the war altogether. He definitely gets more credit than hiruzen. Who even if he managed the war it wasn’t much managing because minato did most if not all the work taking a 1000s of ninja at most of the battlefields.
The reason Tobirama was downplayed by the creators I believe is due to the fact that he's such a badass as he is, if he were stronger or even had more screentime he would literally take all the limelight, not just away from Hashirama but from the main characters as well. In my opinion with the little amount of time he had on screen, he stole the entire show for me 🤣
I personally think that Minato did a lot for the village. Remember he was working with a broken down villge coming out of a war. He got it up back to normal and then delt with the nine tails which would have eradicated the village out of existence with basically one tailed beast ball.
It was perfect until you gave Tsunade that place, she being the Kage from almost the beginning of the anime to the end. She managed to keep the village safe and trusted her people to do the same. So underrated.

What if Orochimaru took Kakashi and later take over his body (which has already awakened the Kamui Mangekyou) when he was escaping, instead of passing him by due to Kakashi being a dollar store Uchiha lol -important to note: Orochimaru has already done experiments with Hashirama cells. And can graft H-cells to bodies. So Kakashi's body with Mangekyou, H-cell grafts to mitigate or negate the chakra cost and the eye going blind. Orochimaru in the driving seat of the body. Kakashis body with a limitless kamui (H-cells) plus all of Orochis abilities and intellect and pure black air forcec energy he was known for in Naruto first part. Imagine the absolute carnage and destruction he could cause in the Shinobi world. Hizuzen would get bodied on low diff when he decides to kill him, etc etc. He can even pretend to be Kakashi and go back to the village and capture and kill naruto and take the 9 tails for himself and fight the Akatsuki because theres only room for one sherriff in town or something OR because he learns about Obitos plans for the world and doesnt like that fact that itll take away his freedom to chose. I mean his desire for immortality is partly about absolute freedom right. OR pretend to be Kakashi and join the Akatsuki (which would be weird i know since Obito is the leader). Either way itll be glorious to see. 2. What if Orochimaru takes an interest in Kakashi (when they meet while he was running away from Hiruzen) and convinces Kakashi to come under him. So same as above, Kakashi with H-cell grafts but his body is not taken over by Orochi. Kakashi goes back to the village as a spy or sleeper agent for Orochi 3. What if Minato sealed the 9 tails in Kakashi instead of newborn Naruto Lore for this story: - After Rin dies and Kakashi (and Obito) activates the Kamui, he like immediately notices something change with his body (as all Mangekyou awakenings does) - He tells Minato about it. Minato suspects the awakening and takes him to a trusted Uchiha (perhaps even Fugaku since Fugaku have already accepted and decided to not make a big deal about Kakashi receiving the eye). The Uchiha listens to the story and teaches Kakashi how to test if he has awakened by pouring chakra into the eye or something. They discovers that he in fact has awakened. - He trains the Mangekyou under the Uchiha and gets to the lets say early shippudden level. But the chakra cost is still as bad as in the original story. - Since his Kamui is super broken space time ability, and the use of the ability and the change in his body after the awakening makes his body's tolerance to space time travel/teleportation better than other people, Minato decides to teach him the flying raijin. - So Kakashi with Kamui and Fying Raijin. Two of the most broken space time abilities BUT he still dont have the chakra to effectively use both of them in battle. -Nine tails attacks - Minato recognizes that Kakashi is the perfect host of the 9 tails since A: Not a literal newborn. B: He's a once in a generation genius. C: Minato's own (last surviving) top student. D: Teenager, Prodigy, 4th Hokage's student, Jonin, Anbu Captian, , Made a name for himself in the war. Soooo in a much better position mentally, socially/politically to deal with all that comes with being a Jinchuriki. E: Is in serious need of a good chakra reserve and not getting it possibly wasting his potential (already having activated a broken space time eye, plus a broken space time jutsu, but not having enough chakra to use them effectively). F: Leaf having a combat ready Jinchuriki immediately after Kushina dying, instead of having to wait for newborn naruto to grow up and be combat ready. -The story continues but with Kakashi as the MC. 4. Might Guy as the Jinchuriki of the 9 tails. The Jubidara fight. Kurama activates Baryon mode. But here Baryon mode is Kurama activating the 8th gate instead of that bullshit nuclear fusion thing from the actual story. So both Guy and Kurama activating the 8th gate at the same time, against Jubidara and maybe Kaguya (Assuming itll last longer than the original). Fr tho, this should have been what Baryon mode is in the original too instead of the ass-pull nuclear fusion bullshit. Of cause in this it'll be kurama alone activating the 8th gate. 8th Gate already has a set precedent in the original story, plus itll be a cool call back to one of peak moments from Shippudden.

I think one of the reason Minato seem to be not doing anything at his time is bc he was not as prepare as the others. Aside from the first two Hokages, the others kind of have some experience beforehand. Hiruzen was Tobirama student since young, and then he had lots of time to do the job before he get too old to handle it. Tsunade was old when she got the job and she was raised from Hokages family so it could be a bonus point to understabd the real concept of being one. Kakashi was also old when Tsunade retire and Naruto got trained to be one right after the war. Only Minato didn't have those experience and he also didn't have that much time to do it. The reason he got chosen at that age is bc the Sannin didn't turn out to be what Hiruzen expect.
Minato and his wife died to the 9 tails. He didn't try to fight it but killed himself using the repaper death seal. I guess that is a sacrifice he made for the village.
Minato had experience in fighting wars, he actively participated in one, that war also lasted longer than the one naruto was part of since the 4th war only lasted like 2 days or something.

And Minato in war I believe is someone receive orders from the the boss rather than being in the team of decision making for the whole war, which are also two different experiences.
Tobirama as number 1, absolutely agree. He did so much for the villages societal structure, and the fact that it's not openly talked about in the anime is criminal
I believe the first 3 hokage work as a team Hashirama created a reputation for everyone to stay away from kohona, tobirama created the rules of kohona and hiruzen solidified everything. Now I think jiraya should had replace hiruzen at some point because lord third was clearly done at making decisions from the facts he was listening to danzo and the elders with no push back that let tobirama work almost go to shame. Like 10-20 years seem like a good time to be hokage since the world would move forward and the old ways don’t always work the same so hiruzen being a muscle for minato was a good time. Minato is fresh and able to make decisions but the tread of hiruzen was still there. Clearly this didn’t last long and kakashi needed to maintain this era of peace. So even tho hiruzen did a ton I don’t know if I want to put him pass kakashi who needed to keep the peace with some very war happy nations
The crown goes to Tobirama not only did he put in the most work and developed a great foundation for the village. He also helped build it up prior to his role being Hokage helping Hashirama develop the village as his aid.
Tsunade is technically a Uzumaki. If she is Hashirama grand daughter that makers her Mito grand daughter as well meaning Tsunade has Uzumaki blood. That would explain her chakra control and large reserves of chakra in general

I'm afraid I have to disagree with Hiruzen's placement above Tsunade. Just because Hiruzen was the longest Hokage does not excuse his mistakes. As a matter of fact, he could have retired at any point and given the job to someone more suitable. After Minato's death, he should have been an interim Hokage and found Minato's replacement, Orochimaru mentions this during his assault on Konoha. Crediting all the wars to Hiruzen is also a stretch, the Sannin were responsible for the second and Minato the third, only the first could be added to his achievements. Again, giving him an achievement for pushing the Nine tails out of the village is also a stretch. If I lock my front door before Michael Myers walks in, I'm safe right? the same thing. Minato is the one that defeated the nine tails and removed the threat and also protected the village from being blown up. I won't even get into Naruto, the Uchiha, or Danzo because yikes. Tsunade inherited a destroyed village and all the problems of her predecessors. She is also the one that had naruto's back throughout the story if she weren't there naruto would probably be locked up in a cage somewhere. It's unfortunate that we didn't see her fight during the pain arc but she still contributed heavily with Katsuya and provided all the intel she had to naruto. As a matter of fact, if Danzo did not kill the messenger toad and Naruto came back when she sent for him, Pain wouldn't have even blown up the village. There's is just so much she did that I think it's unfair to put her below hiruzen.

You say Hiruzen won three world wars, but all I hear is that Hiruzen allowed three world wars to break out under his supervision. Almost every bad thing that ever happened to the village happened or was set up while he was leader, he should be last on the list.
I think that'd be unfair to him, except for the Third Great Shinobi World War. _That_ one could be said to be Hiruzen's fault, namely because Hiruzen was such an effective Hokage that Konoha basically _roflstomped_ the other Villages in the _Second_ Great Shinobi World War, and those Villages felt that Konoha needed to take a few hits to balance the global power.
Saying he should be held responsible for all the wars is just silly. He ruled over a single village, not the four other great villages and definitely the multitude of minor villages.
I really like this ranking but we shouldn't forget Hashirama not only founded the leaf village he literally created it. The forest and buildings making up the leaf village were created with his jutsu. Not to mention he decided to carve up his own clan to ensure the leaf village has enough powerful ninja to defend itself. Hard to compare those kind of things with the more political wins of Tobirama which is why I don't disagree with the ranking, I just think those things Hashirama did were on another level for contributing to konoha
I totally agree with Tobirama at 1. What he did best was prepare for the future. He helped build the city and put in place all the systems such as the police force, and the chunin exams. He additionally created many jutsu which were notably used by future hokage. He made the shadow clone jutsu which hiruzen and Naruto used. He made the teleporting jutsu (which I'm not going to attempt to spell) which Minato used. Basically Tobirama kept the village safe (giving his life for his village while appointing a competent next leader), He helped the lives of the younger people in the village (he put the chunin exams in place and made it so that genin wouldn't go on life threatening missions), and he pathed the way for future Hokage and many others in the village with the jutsu he created. I forgot this but he also created the anbu.

i do believe tobirama assigned the police to the uchiha to keep an eye on them, but that´s not bad tbh, its acc really smart bc they saw it as an honor no other clan had. this kept them loyal to the leaf and also they were always under vigilance with no suspiciouns, in contrast with hiruzen´s horrible idea of sending them to a corner of the village that really make them angry´and ended on them planing an uprising
I think the best one was Minato even tho he was there shortly.. I still think he was the best (person) attitude wise.... and his thinking on the fly against Kurama was legendary.. knew high level technique without hashirama cells or being a reincarnation... and still saved the village

While I can maybe agree that Tobirama is (politically) number 1, some of his feats you mentioned (admittedly, with lack of timeline consistency) could be attributed during Hashirama's reign as Hokage (namely, the Konoha Academy). I say this cause Hiruzen, in his flashback to his academic years, remembers both Hashirama and Tobirama, showing that the Academy may have been one of the first things created , maybe even before Hashirama was elected Hokage.
Does it ever state that hashirama died as hokage? Is it possible that hashirama gave up his title of being hokage to tobirama sometime after selling the tailed beast? Because like you said tobirama did a lot in only a few years. Just a thought.
Tsunade is easily the best Hokage. Hashirama let a dangerous maniac with eternal mangekyo's escape out into the world and gave the other villages the bijuu to use as M.A.D.s which is definitely a great idea that wouldn't result in a massive loss of life anywhere you aren't specifically if one was used. Tobirama stigmatized the Uchiha that he knows for a fact hold a grudge more than anybody and created the zombie jutsu. Because obviously that's necessary. Hiruzen. Just Hiruzen. Minato both got his wife pregnant which he knew would weaken the seal and used the reaper death seal instead of, i don't know, any seal that doesn't specifically require you to die and leave your people and son in the aftermath of a natural disaster? Kakashi was not a good leader by any account just based off his teaching methods. And Naruto never actually does any hokage-ing anymore because he's too busy fighting aliens. Plus he's just an idiot in general. Tsunade meanwhile took a village that just got invaded and fixed it completely in 2 years. She was on top of her paperwork and pushed through reform for her hospital and managed to protect her people during pein's invasion. I mean you kinda took the worst of each kage, extrapolating it with headcanon. You can easily say: Tsunade was the weakest kage, each other kage would have gone down and almost single handedly stopped pain but Tsunade was too weak to do that. Basically let a whole village get destroyed and relied on a 15 year old kid to save the village when it’s a Kage’s job. Despite been in the most peaceful time in ninja history barring post 4th great ninja war, Konoha made no progress technology wise, no progress diplomatically, the only improves were by the doing of Naruto with the sand. Hiruzen had to deal with 3 ninja wars, Tobirama had to deal with ninja war and at least attempted to make diplomatic moves. Her failure to rein in Danzo, basically the only failure of Hiruzen was passivity towards Danzo and she just kept the trend going. It’s easy to say what a kage did wrong. But what did Tsunade do to improve Konoha when she was kage? Very little.
15:02 my own theory on this is that Naruto’s upbringing or lack there of was a compromise between the 3rd and Danzo. Danzo would have only seen Naruto as a military asset and would have wanted Naruto to be trained as soon as possible, believing the 3rd would just coddle Naruto if he raised him. The compromise being that both agreed to not interfere with Naruto until he became old enough to receive formal training.

I always considered him to be the worst because of what he allowed with the Uchiha but it's easy to forget that the first three ninja wars were all under Hiruzen. I feel any other Hokage could've beaten him but they wouldn't have done so as quickly, so there would have been more collateral damage. Because remember even though Obito was powerful he was still a teenager

Tobirama creating Edo Tensei is a HUGE black mark on his history given both its impact on the ninja world that followed as well as the implications of its development. We already know how the jutsu was used afterwards by both Orochimaru and Kabuto; the latter of which essentially resulted in the near-end of the world. Then, there’s the question of what was involved in the development of the jutsu. When Kakashi talked about jutsu creation during Naruto’s training to develop the Rasenshuriken, he stated that on average, it can take years of trials and tribulations to develop jutsu from scratch. Higher tier jutsu would take even longer than that. I’m going to say that Edo Tensei is an S-tier jutsu and a top-tier one at that. Let’s be generous to Tobirama and low-ball the estimate of the timeframe it took for him to develop the jutsu to a period of five years. With that in mind and knowing that the optimal and completed version of the jutsu basically requires corpse desecration and human sacrifice, what do you suppose the development years of Edo Tensei involved?

During the revival of the Hokage, Sasuke introduces himself and Tobirama says "You're from the Uchiha? Of course you'd stick with a scoundrel." (referring to Orochimaru). Tobirama also says that the Uchiha is "a clan possessed by evil". So an argument can be made that he does in fact dislike all Uchiha, not just Madara. In his defense though, I'm not sure if he knew how many Uchiha wished for peace during the Waring States Period.
While there is no actual proof of Tobirama not disliking the whole Uchiha clan, I do think his dislike or rather his cautiousness towards them partially stems from his knowledge about the sharingan. He studied the sharingan on Madaras corpse (sure, not the morally greatest thing to do) and found out, that the sharingan and it's powers awaken and increase when the wielder is in a great emotional state. And one of those great emotional states is deep hatred. Uchihas are known to have strong bonds with each other and during the warring states period Tobirama most likely saw a lot of Uchihas losing their loved ones and as a result awaken/increasing their sharingan powers. So in the case of an Uchiha entering such a strong emotional state, it can be argued that Tobirama as someone who is a pragmatic, logical and thoroughly planning person would like to at least take precautions to such a case. Though it might not be granted that said Uchiha would become a lunatic and run wild because of that, it is still unpredictable and CAN pose a threat to the villagers/village. And since you can lose a loved one even in peace periods (be it through accidents or intrigues), it might not be the worst idea to at least prepare for that. (Remember that the one who put the Uchihas to the outskirts was NOT Tobirama but Hiruzen/Danzo/the Elders.) And I mean he was greatly impacted by his loved ones deaths mostly caused by Uchihas and how Madara turned out to be on top of that.
I agree with the thing that Minato didn’t improve the village too much, but Minato was the Hokage for 3 years only because he and Kushina sacrificed for a half of Kurama to be sealed in Naruto and the other half in Minato and for defeating Obito in the war, they died and Hiruzen take the Hogake post before Tsunade. Hiruzen didn’t take much care for Naruto as Minato said so this is why Naruto didn’t got a happy childhood and no friends when he started the Academy.

People criticize Tsunade for not fighting Pain. Some of them say that she is useless. But I think during the Pain arc she prioritises the life of Konoha citizens as a true Hokage should. As for her fighting skills we saw it enough against Orochimaru and Madara. As the first female Hokage she did pretty damn good. She deserved that Hokage spot as a legendary Sanin. And you guys remember when she trashed those two village elders? - That was pure satisfaction right there.......

Her job during the Pain attack was to keep the village alive while Naruto was on his way back. She did an admirable job of that even after the Almighty Push. Her use of the slugs to communicate with everyone and to protect the village people during the attack was very important. She knew her role and played it. She also used Naruto in the very best way even against the advice of the village elders. Her boldness and belief in using Naruto is what saved the world. Lol, she’s one of my favorite characters if you haven’t noticed.

I'd like to think that if Tsunade became the Hokage after Minato's death, things would have been so different for Konoha and the storyline in general. She wouldn't have tolerated Danzo's scheme and therefore could have possibly stopped the Uchiha's upheaval. She would have cared for Naruto much better, and she would not have hesitated to kill Orochimaru on the spot if she knew about his experiment.
But that is a different tsunade we're talking about too. If we had the Hokage Tsunade, then yeah you're absolutely right. But that was after her resolve as a character through Naruto's rasengan arc. If something like that had happened before the 3gsw, and she got elected as minato, that wouldve completely changed the story. But if she was like how she actually was in the story, an alcoholic gambler who is in denial, depression, feared blood and battle all because of how traumatized she was, she would'nt even have been elected. I too love Tobirama. He is the most rational Hokage out of all, when Hashirama died everyone expected Tobirama to attack Hidden Cloud but instead he went there for peace treaty, he values Konoha even above his emotions, above his brother. This is a shonen so many people thinks being strong is everything, but you're one of the few that knows what is most important for a village to grow stronger. And Tobirama understood it, though I think Hiruzen should be 3rd instead of Naruto, because saving the world twice is a big thing, but things Hizuren did was much much greater than this

Tsunade gained ranks the second she sent the old couple of advisors to make like bees in the summer and buzz out. She did well as a Hokage, but that act alone put her over Hiruzen.
I'm still pretty sure that the Shadow Clone Technique was developed by Tobirama as a more accessible variation of his brother's _ridiculously overpowered_ Wood Clone Technique. I'm _also_ pretty sure that he invented Water Clones and Earth Clones too; the former I attribute to Tobirama canonically being the _greatest Water Style practitioner of all time_ and the latter I attribute to the fact that the only known users of Earth Clones are Konoha affiliated Shinobi.

You gotta remember just because you like/dislike a character it doesn't mean they were or weren't good at their job. A lot of people may not like Tobirama but he did a great job at his job, because being the Hokage isn't just about the big battles, it's about the every day minutia that comes with running a village.

In order to build a village, you have to be as pragmatic as possible it may not be the most popular approach. That is why Tobirama is the best hokage. He was the one who brought order and direction to the village.

If I'm not mistaken, Kakashi was also Hokage during the time Sakura instigated (?) the building of mental health facilities (or something like that)? Plus, he encouraged communication with the other kage in order to maintain the peace as well as favorise the free exchange of techonology with civilians and other countries/villages.

I think this list is pretty great aside from Kakashi's placement. The amount of prosperity that konoha went through in Kakashi era is incredible. The village went from a backwater village to the most advanced city in the verse. We know this tech was available before his time as Hokage because the hidden rain village is a modern city during the 2nd great shinobi WW.

fuck yea dude. definitely second best hokage, which is ironic cuz he didn't want the position. not to mention he was a post war kage, after the biggest war. but it definitely helped that he didnt have to worry about defending the village from outside or even inside attackers, since he had two of the strongest ninjas in the world doing that, Sasuke on the outside and Naruto on the Inside. thats why he could put all of his attention to modernization and building up the village. it also helped that he had Shikamaru as assistant, you know the smartest guy in leaf at the time.
Have to remember though it was a period of pretty much pure peace. So there wasn’t much of a need to invest time and resources into managing relations with other nations, the focus could fully be on the village. No pressures, no setbacks.
The hidden was the biggest and by that the most prosperous village.
Konoha was never a backwater village though cause remember that Almost all historic moments in the history of the Shinobi world the konoha is a major participant. Konoha is composed of the famous Senju and Uchiha clan, it also is the one to first propose peace to all other major village by initially giving them A tailed beast for free before Tobirama charged them for exuberant amount of money making Konoha one of the few village to actually recover enough after the Shinobi world wars meaning Konoha is rich. it has the famous white fang, the sannin, Yellow flash, God of Shinobi. Plus as everyone put it already The era that Kakashi became hokage, it's relatively peaceful so Kakashi doesn't have much problem to solve

Compared to the rain village it is a podunk town. The quality of ninja does not reflect on the state of the town. The logistics necessary to take a town from where it is during Tsunade's tenure to where it is during Naruto's inauguration is insane. a marvelous feat, and Kakashi deserves a lot of credit for that. Imagine the technological dominance that Konoha could have had if they took the proceeds from selling the tailed beasts and invested them into tech like Kakashi did.

I think that Tobirama's acomplishments are the reason Hiruzen was able to acomplish any of the good things he did. Without the academy, Konoha would not have had the level of skilled ninja they needed to win the three wars. Not to mention, that while we don't see it used to its full potential, the Shadow Clone is one of the most powerful jutsu and should not be underestimated as a skill, and is something that only Konoha had.
I have Tsunade as the best. On top of all the accomplishments listed, let us not forget her taking a useless character like Sakura in part 1 and making the time to train her to be one of the greatest ever medical ninjas by the end of the series. Put some respect on that woman👏🏾
I actually remember thinking today that hiruzen was probably a pretty bad hokage. He was extremely wise, kind, and powerful. He was a very good shinobi but not necessarily hokage. He was just too passive to people like danzo
To me Hiruzen's problem is that he is too trustworthy and kind and as a result the people close to him took advantages of him and wrecked Konoha such as Danzo and Orochimaru. This is why he is a bad hokage to me. I love one part where Hashirama and Madara fights and Hashirama says that he would kill his own children if it is to protect Konoha. This shows how much he believes in the idea of Konoha and what it stands for which the Uchiha was never able to do. Hiruzen was not able to do that as his emotion made him so weak. He made two biggest mistakes, one was trusting Danzo so much and after finding out about him, should have just executed him. 2nd he should have executed Orochimaru when he found out about the experiments instead of letting him go like an idiot. If he did this, the story would have been so much different.

I agree, but the medical corps is kind of gutted in the anime (referring to the any number of times the medics don't do anything, or where the captain instead of the medic decides whether someone is fit to fight and such). Rewatching Shippuden right now and it's really sad, because properly used, the medical corps could have really been something that set Konoha missions and tactics apart in the show, instead of just being something they talk about.
By that logic, why isn't Tsunade #1? she didn't send children to war, she helped save the world against amped Madara, she brought EVERY NATION TOGETHER, she also created the rule that every squad of 3 should have a medic, so that people wouldn't needlessly die on the battlefield(though that was pre-kage, but she hammered it in way more when she was Hokage), and she trained a bunch of people in Medical Ninjutsu over the course of her time as Hokage. The only negative things that happened during her stay was the attack of Pain and well the 4th great ninja war, and she saved countless lives BOTH TIMES. Hiruzen lost the entire Uchiha clan, many young died from experimentation right under his nose, and he did basically fuck-all during Konoha crush besides take Orochimarus arms.

Tobirama created the law against children In war, the original anbu (not the evil version danzo made) he made the police force and recognized the uchiha genjutsu prowess and that it would be easier for them to be police than anyone else, he was very smart and he studied the sharingan from madaras dead body which taught everyone more about it, he actually got the village to be so rich by bargaining with the other village and keeping hashirama from making stupid decisions, he saw right through madara and at least tried to warn hashirama even tho he’s stupid and didn’t care what tobirama said- also tsunade suggested having more healers but other hokages actually made if possible, he also created tons of jutsu which saved minato and Naruto tons of times, he was going to let an uchiha become the hokage and pushed to help the uchiha become less hated in the village,

I know they weren’t hokage at the time, but the manga directly stated that Tsunade and Minato were directly responsible for Konoha’s victory for the 2nd and 3rd great wars respectively, so I’m not sure if Hiruzen should really get credit for that.
It was the Sannin who were significant during the Second Great Wars, and Hiruzen taught them so he deserves credit for that. You can argue somewhat for Minato in the 3rd War, but he's only one person. Hiruzen had to manage the forces that was basically fighting every other ninja village.

The reason Tobirama was downplayed by the creators I believe is due to the fact that he's such a badass as he is, if he were stronger or even had more screentime he would literally take all the limelight, not just away from Hashirama but from the main characters as well. In my opinion with the little amount of time he had on screen, he stole the entire show for me 🤣

I personally think that Minato did a lot for the village. Remember he was working with a broken down villge coming out of a war. He got it up back to normal and then delt with the nine tails which would have eradicated the village out of existence with basically one tailed beast ball.
It was perfect until you gave Tsunade that place, she being the Kage from almost the beginning of the anime to the end. She managed to keep the village safe and trusted her people to do the same.

1. What if Orochimaru took Kakashi and later take over his body (which has already awakened the Kamui Mangekyou) when he was escaping, instead of passing him by due to Kakashi being a dollar store Uchiha lol
-important to note: Orochimaru has already done experiments with Hashirama cells. And can graft H-cells to bodies. So Kakashi's body with Mangekyou, H-cell grafts to mitigate or negate the chakra cost and the eye going blind. Orochimaru in the driving seat of the body.
Kakashis body with a limitless kamui (H-cells) plus all of Orochis abilities and intellect and pure black air forcec energy he was known for in Naruto first part. Imagine the absolute carnage and destruction he could cause in the Shinobi world. Hizuzen would get bodied on low diff when he decides to kill him, etc etc. He can even pretend to be Kakashi and go back to the village and capture and kill naruto and take the 9 tails for himself and fight the Akatsuki because theres only room for one sherriff in town or something OR because he learns about Obitos plans for the world and doesnt like that fact that itll take away his freedom to chose. I mean his desire for immortality is partly about absolute freedom right. OR pretend to be Kakashi and join the Akatsuki (which would be weird i know since Obito is the leader). Either way itll be glorious to see.
2. What if Orochimaru takes an interest in Kakashi (when they meet while he was running away from Hiruzen) and convinces Kakashi to come under him. So same as above, Kakashi with H-cell grafts but his body is not taken over by Orochi. Kakashi goes back to the village as a spy or sleeper agent for Orochi
3. What if Minato sealed the 9 tails in Kakashi instead of newborn Naruto
Lore for this story:
- After Rin dies and Kakashi (and Obito) activates the Kamui, he like immediately notices something change with his body (as all Mangekyou awakenings does)
- He tells Minato about it. Minato suspects the awakening and takes him to a trusted Uchiha (perhaps even Fugaku since Fugaku have already accepted and decided to not make a big deal about Kakashi receiving the eye). The Uchiha listens to the story and teaches Kakashi how to test if he has awakened by pouring chakra into the eye or something. They discovers that he in fact has awakened.
- He trains the Mangekyou under the Uchiha and gets to the lets say early shippudden level. But the chakra cost is still as bad as in the original story.
- Since his Kamui is super broken space time ability, and the use of the ability and the change in his body after the awakening makes his body's tolerance to space time travel/teleportation better than other people, Minato decides to teach him the flying raijin.
- So Kakashi with Kamui and Fying Raijin. Two of the most broken space time abilities BUT he still dont have the chakra to effectively use both of them in battle.
-Nine tails attacks - Minato recognizes that Kakashi is the perfect host of the 9 tails since A: Not a literal newborn. B: He's a once in a generation genius. C: Minato's own (last surviving) top student. D: Teenager, Prodigy, 4th Hokage's student, Jonin, Anbu Captian, , Made a name for himself in the war. Soooo in a much better position mentally, socially/politically to deal with all that comes with being a Jinchuriki. E: Is in serious need of a good chakra reserve and not getting it possibly wasting his potential (already having activated a broken space time eye, plus a broken space time jutsu, but not having enough chakra to use them effectively). F: Leaf having a combat ready Jinchuriki immediately after Kushina dying, instead of having to wait for newborn naruto to grow up and be combat ready.
-The story continues but with Kakashi as the MC.
4. Might Guy as the Jinchuriki of the 9 tails. The Jubidara fight. Kurama activates Baryon mode. But here Baryon mode is Kurama activating the 8th gate instead of that bullshit nuclear fusion thing from the actual story. So both Guy and Kurama activating the 8th gate at the same time, against Jubidara and maybe Kaguya (Assuming itll last longer than the original).
Fr tho, this should have been what Baryon mode is in the original too instead of the ass-pull nuclear fusion bullshit. Of cause in this it'll be kurama alone activating the 8th gate. 8th Gate already has a set precedent in the original story, plus itll be a cool call back to one of peak moments from Shippudden.

I think one of the reason Minato seem to be not doing anything at his time is bc he was not as prepare as the others. Aside from the first two Hokages, the others kind of have some experience beforehand. Hiruzen was Tobirama student since young, and then he had lots of time to do the job before he get too old to handle it. Tsunade was old when she got the job and she was raised from Hokages family so it could be a bonus point to understabd the real concept of being one. Kakashi was also old when Tsunade retire and Naruto got trained to be one right after the war. Only Minato didn't have those experience and he also didn't have that much time to do it. The reason he got chosen at that age is bc the Sannin didn't turn out to be what Hiruzen expect.
Minato and his wife died to the 9 tails. He didn't try to fight it but killed himself using the repaper death seal. I guess that is a sacrifice he made for the village.
Minato had experience in fighting wars, he actively participated in one, that war also lasted longer than the one naruto was part of since the 4th war only lasted like 2 days or something.

Hashirama created a reputation for everyone to stay away from kohona, tobirama created the rules of kohona and hiruzen solidified everything. Now I think jiraya should had replace hiruzen at some point because lord third was clearly done at making decisions from the facts he was listening to danzo and the elders with no push back that let tobirama work almost go to shame. Like 10-20 years seem like a good time to be hokage since the world would move forward and the old ways don’t always work the same so hiruzen being a muscle for minato was a good time. Minato is fresh and able to make decisions but the tread of hiruzen was still there. Clearly this didn’t last long and kakashi needed to maintain this era of peace. So even tho hiruzen did a ton I don’t know if I want to put him pass kakashi who needed to keep the peace with some very war happy nations
The crown goes to Tobirama not only did he put in the most work and developed a great foundation for the village. He also helped build it up prior to his role being Hokage helping Hashirama develop the village as his aid.
Tsunade is technically a Uzumaki. If she is Hashirama grand daughter that makers her Mito grand daughter as well meaning Tsunade has Uzumaki blood. That would explain her chakra control and large reserves of chakra in general

I'm afraid I have to disagree with Hiruzen's placement above Tsunade. Just because Hiruzen was the longest Hokage does not excuse his mistakes. As a matter of fact, he could have retired at any point and given the job to someone more suitable. After Minato's death, he should have been an interim Hokage and found Minato's replacement, Orochimaru mentions this during his assault on Konoha. Crediting all the wars to Hiruzen is also a stretch, the Sannin were responsible for the second and Minato the third, only the first could be added to his achievements. Again, giving him an achievement for pushing the Nine tails out of the village is also a stretch. If I lock my front door before Michael Myers walks in, I'm safe right? the same thing. Minato is the one that defeated the nine tails and removed the threat and also protected the village from being blown up. I won't even get into Naruto, the Uchiha, or Danzo because yikes.
Tsunade inherited a destroyed village and all the problems of her predecessors. She is also the one that had naruto's back throughout the story if she weren't there naruto would probably be locked up in a cage somewhere. It's unfortunate that we didn't see her fight during the pain arc but she still contributed heavily with Katsuya and provided all the intel she had to naruto. As a matter of fact, if Danzo did not kill the messenger toad and Naruto came back when she sent for him, Pain wouldn't have even blown up the village. There's is just so much she did that I think it's unfair to put her below hiruzen.

You say Hiruzen won three world wars, but all I hear is that Hiruzen allowed three world wars to break out under his supervision. Almost every bad thing that ever happened to the village happened or was set up while he was leader, he should be last on the list.
I think that'd be unfair to him, except for the Third Great Shinobi World War. _That_ one could be said to be Hiruzen's fault, namely because Hiruzen was such an effective Hokage that Konoha basically _roflstomped_ the other Villages in the _Second_ Great Shinobi World War, and those Villages felt that Konoha needed to take a few hits to balance the global power.
Saying he should be held responsible for all the wars is just silly. He ruled over a single village, not the four other great villages and definitely the multitude of minor villages.

I really like this ranking but we shouldn't forget Hashirama not only founded the leaf village he literally created it. The forest and buildings making up the leaf village were created with his jutsu. Not to mention he decided to carve up his own clan to ensure the leaf village has enough powerful ninja to defend itself. Hard to compare those kind of things with the more political wins of Tobirama which is why I don't disagree with the ranking, I just think those things Hashirama did were on another level for contributing to konoha
I totally agree with Tobirama at 1. What he did best was prepare for the future. He helped build the city and put in place all the systems such as the police force, and the chunin exams. He additionally created many jutsu which were notably used by future hokage. He made the shadow clone jutsu which hiruzen and Naruto used. He made the teleporting jutsu (which I'm not going to attempt to spell) which Minato used. Basically Tobirama kept the village safe (giving his life for his village while appointing a competent next leader), He helped the lives of the younger people in the village (he put the chunin exams in place and made it so that genin wouldn't go on life threatening missions), and he pathed the way for future Hokage and many others in the village with the jutsu he created. i do believe tobirama assigned the police to the uchiha to keep an eye on them, but that´s not bad tbh, its acc really smart bc they saw it as an honor no other clan had. this kept them loyal to the leaf and also they were always under vigilance with no suspiciouns, in contrast with hiruzen´s horrible idea of sending them to a corner of the village that really make them angry´and ended on them planing an uprising
I believe that Tobirama is the best Hokage because even Orochimaru openly admits that he’s the Kage that he admires the most.
I think the best one was Minato even tho he was there shortly.. I still think he was the best (person) attitude wise.... and his thinking on the fly against Kurama was legendary.. knew high level technique without hashirama cells or being a reincarnation... and still saved the village

It’s a simple question it’s between Hashirama, Tobirama and Naruto. In my opinion these three had the most influence and impact within the village itself and as a whole.

While I can maybe agree that Tobirama is (politically) number 1, some of his feats you mentioned (admittedly, with lack of timeline consistency) could be attributed during Hashirama's reign as Hokage (namely, the Konoha Academy). I say this cause Hiruzen, in his flashback to his academic years, remembers both Hashirama and Tobirama, showing that the Academy may have been one of the first things created , maybe even before Hashirama was elected Hokage.
Does it ever state that hashirama died as hokage? Is it possible that hashirama gave up his title of being hokage to tobirama sometime after selling the tailed beast? Because like you said tobirama did a lot in only a few years. Just a thought.

Hashirama let a dangerous maniac with eternal mangekyo's escape out into the world and gave the other villages the bijuu to use as M.A.D.s which is definitely a great idea that wouldn't result in a massive loss of life anywhere you aren't specifically if one was used.

Tsunade meanwhile took a village that just got invaded and fixed it completely in 2 years. She was on top of her paperwork and pushed through reform for her hospital and managed to protect her people during pein's invasion. Her only real downfall were the 3 crusty old bastards her teacher left her to deal with so they could keep causing problems for everyone after he was gone

You can easily say:
Tsunade was the weakest kage, each other kage would have gone down and almost single handedly stopped pain but Tsunade was too weak to do that. Basically let a whole village get destroyed and relied on a 15 year old kid to save the village when it’s a Kage’s job.
Despite been in the most peaceful time in ninja history barring post 4th great ninja war, Konoha made no progress technology wise, no progress diplomatically, the only improves were by the doing of Naruto with the sand. Hiruzen had to deal with 3 ninja wars, Tobirama had to deal with ninja war and at least attempted to make diplomatic moves.
Her failure to rein in Danzo, basically the only failure of Hiruzen was passivity towards Danzo and she just kept the trend going.
It’s easy to say what a kage did wrong.
But what did Tsunade do to improve Konoha when she was kage? Very little.
Kakashi has presided over the transition and maintenance of a new piece. That makes him number 1 for me.
15:02 my own theory on this is that Naruto’s upbringing or lack there of was a compromise between the 3rd and Danzo. Danzo would have only seen Naruto as a military asset and would have wanted Naruto to be trained as soon as possible, believing the 3rd would just coddle Naruto if he raised him. The compromise being that both agreed to not interfere with Naruto until he became old enough to receive formal training.

As far as creating Edo Tensei it had to have been before Mu was killed because doesnt he say when he is ressurrected during the War arc that he thought Tobirama would have resurrected him sooner, as in right after he was killed by Tobirama? Or am I misremembering?

dang you definitely gave me a lot to think about for Hiruzen. I always considered him to be the worst because of what he allowed with the Uchiha but it's easy to forget that the first three ninja wars were all under Hiruzen. He had a lot on his plate, and that has to be a huge toll on his mental state. He could only focus on so much
I agree with your ranking of Minato, but I disagree that there were other people in the village that could have beaten Obito. I don't think anyone else could have escaped being sucked into Kamui.
I feel any other Hokage could've beaten him but they wouldn't have done so as quickly, so there would have been more collateral damage. Because remember even though Obito was powerful he was still a teenager

Minato should not be the worst hokage. Man was the only person alive that could touch a young Obito, and more or less save the village. He than give the village the strongest tailed beast, that they complained about, that ended saving literally the whole world.

Tobirama creating Edo Tensei is a HUGE black mark on his history given both its impact on the ninja world that followed as well as the implications of its development. We already know how the jutsu was used afterwards by both Orochimaru and Kabuto; the latter of which essentially resulted in the near-end of the world. Then, there’s the question of what was involved in the development of the jutsu. When Kakashi talked about jutsu creation during Naruto’s training to develop the Rasenshuriken, he stated that on average, it can take years of trials and tribulations to develop jutsu from scratch. Higher tier jutsu would take even longer than that.
I’m going to say that Edo Tensei is an S-tier jutsu and a top-tier one at that. Let’s be generous to Tobirama and low-ball the estimate of the timeframe it took for him to develop the jutsu to a period of five years. With that in mind and knowing that the optimal and completed version of the jutsu basically requires corpse desecration and human sacrifice, what do you suppose the development years of Edo Tensei involved?

During the revival of the Hokage, Sasuke introduces himself and Tobirama says "You're from the Uchiha? Of course you'd stick with a scoundrel." (referring to Orochimaru). Tobirama also says that the Uchiha is "a clan possessed by evil". So an argument can be made that he does in fact dislike all Uchiha, not just Madara. In his defense though, I'm not sure if he knew how many Uchiha wished for peace during the Waring States Period.
I liked to believe he disliked all Uchiha members until proven otherwise.

While there is no actual proof of Tobirama not disliking the whole Uchiha clan, I do think his dislike or rather his cautiousness towards them partially stems from his knowledge about the sharingan. He studied the sharingan on Madaras corpse (sure, not the morally greatest thing to do) and found out, that the sharingan and it's powers awaken and increase when the wielder is in a great emotional state. And one of those great emotional states is deep hatred. Uchihas are known to have strong bonds with each other and during the warring states period Tobirama most likely saw a lot of Uchihas losing their loved ones and as a result awaken/increasing their sharingan powers.
So in the case of an Uchiha entering such a strong emotional state, it can be argued that Tobirama as someone who is a pragmatic, logical and thoroughly planning person would like to at least take precautions to such a case. Though it might not be granted that said Uchiha would become a lunatic and run wild because of that, it is still unpredictable and CAN pose a threat to the villagers/village. And since you can lose a loved one even in peace periods (be it through accidents or intrigues), it might not be the worst idea to at least prepare for that. (Remember that the one who put the Uchihas to the outskirts was NOT Tobirama but Hiruzen/Danzo/the Elders.)
And I mean he was greatly impacted by his loved ones deaths mostly caused by Uchihas and how Madara turned out to be on top of that.

I agree with the thing that Minato didn’t improve the village too much, but Minato was the Hokage for 3 years only because he and Kushina sacrificed for a half of Kurama to be sealed in Naruto and the other half in Minato and for defeating Obito in the war, they died and Hiruzen take the Hogake post before Tsunade. Hiruzen didn’t take much care for Naruto as Minato said so this is why Naruto didn’t got a happy childhood and no friends when he started the Academy.
