It sounds like the sizing has gone in the Watercolor sketchbook that you are having a problem with wouldn’t suggest sanding paper, but putting down Watercolor ground would definitely resolve your issue and you can get it in clear and many other colours including white.
Your title says how to fill a sketchbook quickly. I thought the whole point of art drawing painting, sewing,or quilting anything you do in life is not to get through it quickly but to enjoy the process enjoy what you're doing why does everything have to be rushed and hurried.
