The sentence could be better translated into English as "life sentence with possibility of parole after 21 years with faint hope clause of 10 years" resembling to previous Canadian system. In Norwegian system "forvaring" always means an indeterminate or life sentence but they can have surprisingly low minimum times to serve before being eligible for parole.
Breivik won’t get out. I can’t imagine they ever concider him eligable for parole. It won’t be safe for the community if he’s out there, and I honestly don’t think he’ll be safe from the community either
Just so people understand: he will never be released. The sentence is a life sentence in principle. The wording might say 21 years and 10 years but in practice each time the matter comes before the court again, every 5 years if I remember correctly, they will conclude that he must remain in prison. And if by some miracle he becomes a free man in the future, nearly everyone in Norway knows someone directly or indirectly affected by his actions so perhaps it is safer for him to remain in his prison cell.
It is not a life sentence in principle. He, in principle, received a sentence of minimum 10 years. It is not improbable that he will one day be a free man, as said by court psychiatrist Randi Rosenqvist. If Anders had shown persistent regret, remorse and change of political views, he could very well have been released after the minimum sentence of 10 years.

Petrescu Paul We dont have the death penalty in Norway. However, his fate it to rot in prison knowing that his action lead to nothing. I think that is an good fate for him.
Hello, In Norway we dont have the death penalty. America wanan buy him to execute him but we wont ''sell'' him to them. Also. The laws in norway is awsome. We wont give out death sentences or eveen any ''lifetime'' but he wont get out. When the 21 years are done he wil get 21 years again and again untill he dies (Most likeley).
Forvaring means the court decided when he will be released, the whole sentance basically means "life with the miniscule chanse of perole after 21 years"
He got the maximum sentence that the Norwegian criminal law permitted: 21 years of imprisonment, with the possibility of extension. While a normal sentence of imprisonment may not be extended, a sentence of 'preventive detention' (Norwegian: 'forvaring') may be extended if the perpetrator is still deemed to be a danger to society after serving his sentence, even repeatedly by up to five years at a time.
