Look for their other videos. Some places they go to have much much worse gardens/yards. Some full of dog mess... Maybe some owners are unable to clean their yards or gardens for age or health reasons, but I suspect a lot more just don't care.

Perhaps some enterprising inventor will come up with a little hand held camera to take a picture of a blocked manhole, but will penetrate to the solid ground and by doing so, find your inlets and outlets? It should become standard practice to paint a diagramon the underside of each manhole lid
