The actual reason is the position of the HH on the ribs of the aboriginal elder made it appear as though he'd been branded just like a slave. That's why HH was deleted from the design.

Yes the Aboriginal Elder is still being used in the $2 coins. There are a couple of theories on why it was removed, but nothing official.
