You should not be recommending people turn on Fidelity effects let alone putting it on performance mode well yes it will get you more FPS the visual sacrifice of being able to actually see players is not worth it lowering your resolution is a much better option

This video doesn't address the CS2 stuttering issue, for example I was running CSGO at +250fps and after updating to CS2 my fps dropped to under a 100 in death match and the performance is much much worse.
So doing all these steps won't help since the original game was already running smooth and all other games are still performing well.

When I set CS 2 in Fullscreen there is no native resolution of my monitor (1920 x 1080)... Is it a bug or is it a problem with my PC? I mention that with CS GO I had no problems, especially with FPS. In CS GO I had between 100 and 200 FPS and now in CS 2 with the same settings I have between 45 - 55 FPS...

check your resolution settings in windows or nvidia control panel and make sure you are 100% in 1080p, if not try windowed fullscreen, and cs2 has graphical updates and effects etc so the performance will be worse, i have a 3060ti which ran csgo on 400fps but i get 130-150 on cs2 but with stuttering
