Release Planning is same as PI Planning. Please explain
More or less with some differences, in fact few years ago in SAFe PI planning was called Release Planning . So you can say PI planning involves good element of release planning and some other things.
PI planning not necessary results into planning a release of the product, where as release planning is expected to plan a release.
Thanks for clarifying. I come from a waterfall method project management so it crash my mind how to achieve a serious plan in agile methods. What you call “features” here is what scrum study calls “epics”?
Epics are large user stories. Large means big in size and cannot be completed in an iteration. Feature is something which your developing product has. It is the functionality of the product. And user story is something what a user wants to do with your product and why? It answers the benefits of having a user story.

It will be only beneficial for software / mobile industry ...but for construction i do not find it suits well...if we follow it then there will be GOLD Platting and Lots of CHANGE REQUEST ...At last all project achieves the customer requirements but losses time ...so all project is gets delay only

The new team and Product Owner first need to estimate the velocity / capacity. Yes it will have more errors than having established velocity of ongoing team.

Release planning is not defined in scrum so we can say it is something more depend on the company who does it, yes usually it is lead by Product Owner or Project Manager in companies

How are requiements gathered in agile release planning ? Do we conduct workshops? Is this requirement gathering in EPIC LEVELS happen post the vision of the product is set by PO?
Yes we can say we do first level requirement gathering after vision and we do weekly review of requirements as backlog refinement process. So requirements get understood regularly, first level requirement can come from initial workshop or vision

In most of the approaches , release planning is done as a separate meeting, many time called Release Planning Meeting. Yes it is not defined in Scrum since scrum does not include release plan as an artifact . We can keep updating release Plan in backlog refinement and also in Iteration review meeting based on progress and feedbacks.

Bye this way Agile is the most important tools for software only..what is about the other industry if you do apply agile in construction you have to always change the scope and bye this way you could not complete the schedule in time with right quality ..and lots of change request must have to approve and every project hs a long list of claim which is raised throughout the project and sponcer must have to pay it ,,,by this way we loose the focus on what we are doing as per our scope and schedule baseline for the project.

My recommendation is not to look at PMBOK 6 from the view of what is different from PMBOK 5, now PMBOK 6 is needed for the exam and just focus on understanding the PMBOK 6, whatever you know will help but do not limit your thinking on just gap filling since PMBOK is integrated content. Did I hear you correctly saying that Dependencies and Impediments are not considered at the release planning level?
In my view Dependencies and Impediments need to consider in each planning event, Release , Iteration or Daily planning in Daily Scrum.
