It is possible that the smaller dogs see the bigger dogs getting 2 and think that they should get 2 also. IF this is the case it would be easy to resolve. Simply divide the portions for the smaller dogs in half so that you have 2 smaller portions. This way each dog would get 2 (but would get the same amount that they are getting now).

We've had dogs since I was little. Outside big one's to inside little one's. You are ABSOLUTELY feeding them the correct amount. People who comment things like you aren't feeding them fairly, obviously have never had a big dog...or little dog. If they weren't fed correctly, there'd be signs. Like snarling when taking/eating food, bullying the others by hovering over their food, following and even fighting sometimes. They never display any of those signs. They don't even display alpha behaviors. They all know they get what they need. If they were underfed, your dogs would definitely show it physically with their bodies and also with their behaviors. You are feeding the dogs fairly, in accordance to their weight - and they look good. Raw meat is good for dogs as it's their natural diet. However, please explain why they are fed semi-frozen meat everyday.
The shape is irrelevant as the owner can use dog bowls or measuring apparatus; and nutrition is also irrelevant as a reason for frozen meat given to the dogs. At the point of the meat being thawed, no nutrition is lost.
