Hit restart on your PC and then follow the rest of the tutorial here. Before you hit restart on your PC just do the windows+r and type msconfig and uncheck the safe boot and your good to go. This only works when your connected on Ethernet because safe mode disables all devices and drivers for WIFI. The go around for this is if your on wifi just tether your phone and it's good.

When I boot into Safe Mode, I don't have any network/internet connections, which is required to use MW2R, and to get into options to change to windowed. And yes, I was using Safe Mode with Networking.
As I just found out, you can't access wifi in safe mode, so you would have to be hard wired with ETHERNET. My advice if that's not possible for you would be to plug a phone into your PC and use it as a hotspot. For example, I have an IPhone and my PC doesn't have wifi abilities, so I plug my phone into the PC and use it's hotspot to go online.

Press accept and viola, the game should start. The issue is when the game tries to put it in full window mode at the same time as trying to access the internet and your firewall is blocking the access. My Ethernet is plugged in but it still doesn’t recognize it. I checked on the settings while in normal mode and it’s the only one on there but it still doesn’t recognize it will in safe mode
JiffGaming it works but now it’s stuck on “downloading new files” like bruh wtf... PlayStation literally had this a whole MONTH before Xbox and pc and they still managed to fuck it up

Are you not able to get your PC to connect to the hotspot? If you have an IPhone a problem I had was I didn’t have ITunes open, and make sure you allow access on the phone. This is if you have an IPhone, idk what the conversion for that would be on Android.

Plug your phone in via USB to your PC and use it's hotspot, it'll act as a wired connection, it's worked for other so best of luck.
