Just wondering here, how do I signal a train into the rover plant depot?

I don't remember doing it but usually you have to place a telephone call to that location and ask for permission to send the relevant train. Once they grant it, you will be able to set the route as normal. Be aware that in some instances, permission might take a while so try not to block the line while waiting for entry.
