Just for clarification: The University of California was founded in Oakland as a private college in the 1850's and was incorporated into a full public university by the Morrill Act passed by Abraham Lincoln in 1864 which sold public lands in order to to encourage the development of public state universities across the United States. This new public University of California moved to Berkeley in 1868 (with the first building "South Hall" constructed in 1873) and it was the only University of California at that time and that is why even today only Berkeley is called "Cal". Davis was the agricultural station, Riverside was the citrus station, San Francisco (UCSF) was the medical colleges because Berkeley was too small a town to have a medical school. Scripps was the Oceanography Station (now UCSD). What is now UCLA was originally Los Angeles State College, a teachers college like San Jose State. In the 1920's it was decided that Berkeley was too far from Southern California and that the rapidly growing southern part of state should have its own campus. The existing state college was upgraded to university status and the physical campus was moved from midtown LA to Westwood and designated the first adjunct campus to fully become a separate University. It was called "the southern branch" of the University when it was founded. Following WWII Clark Kerr became president of the University and decided that California with its burgeoning population required multiple more campuses that should be developed into distinct research universities. It was a novel idea at the time which has since been copied by other states and countries and was referred to as the first "multiversity". The first new campuses to follow were UC Santa Barbara and UC Davis in the 1950's and then UC Irvine, UC San Diego and UC Santa Cruz in the 1960's. The newest campus is UC Merced in the central valley of California. All of the 10 campuses have distinct administrators called "chancellors" but are today administered overall by a central "president" that remains housed in downtown Oakland California the home of the original private college. The California State College system which includes 22 campuses developed at the same time and is distinguished from U.C. in providing education up to the Masters degree level while U.C. campuses offer full PHD's. I hope this makes the confusing California public higher education system more understandable to those from out of state and out of country. On top of the above, the state set up multiple 2 year "community colleges" in various locations that were designed to feed at very low cost into both the Cal State and the University of California systems. For all its faults, to this day no other state has such a complete and highly regarded public higher education system.
