I'm adamant the only reason the Hitcher character exists is because Noel had one of those limited edition polo shaped polo packs and taped it on as a monocle as a spur of the moment thing.
That is easily the best monologue I've ever heard in my life, back then and even now. Funny part is I looked this episode up to show someone where the executioner's voice in disenchantment is from lol

Definitely a worthwhile clip, but in my opinion the executioner voice is more like Noel's usual speaking voice.
