Some Ammattikoulut / Vocational Schools have started to give some vocational study programs where the language of instructions is English. The curriculum can include Finnish language as a subject along other content. Vamia in Vaasa and TAKK in Tampere comes to mind. There are others, at least one , I just don't remember it just now. They seem to be targeting different groups for these programs. TAKK is an education and training institution for adults. The programs they have using English seem to be directed for foreign language immigrants in Finland, who could benefit from vocational education to become more employable.

Theres no trainning available. the programs exist but are very limited as in, 5-6 vacancies and again only suomi speakers. even if they say opposite. Summer jobs are non existing as the hiring is frozen.
Summer jobs are largely unrelated to hire freezings in companion. Most companies cannot close their operations for summer vacations, they will hire temporary workforce to carry on operations. These are seasonal jobs, which are mostly summer jobs like picking berries etc. There situation there has been effected by people coming for protection from Ukraine and also bad management of getting workforce from Thailand. In the tourism sector the volumes of foreign visitors is still lower than it was before COVID-19 and Russian invasion to Ukraine. That has some effect on the need for seasonal workforce in the sector.
You seem to assume that Finland is a totalitarian country. It isn't. Companies, employers, decide by themselves who they hire and not the national government. Of course rules make limitations on getting positive decisions for required residence permits. Those haven't been changed. Actual law proposals for the possible changes haven't been finished. New government hasn't made proposals for new laws to the parliament... Don't let political rhetoric or declarations mislead you from following what actual changes has been done and what effects those will have. Mostly economic situations are unrelated to political circumstances in a fairly open market economy. And in the areas like Health Care , where the State has major role, there too Wellbeing Services Countries and other actor's have still the same need for additional workforce and about nothing has changed as far as recruiting is concerned. In the Healthcare sector national language proficiency requirements have existed always, so no changes there either.
Not everyone agrees with your statement about Nokia. Here a news excerpt from yesterday: Nokia CEO Pekka Lundmark commented on the recent immigration debate, stating that Nokia considers it very important that the development of work-based immigration continues. - We have hired a lot of people in Finland over the past few years, and about half of them are citizens of other countries. We believe that this trend will continue in the future as well.
An other statement by the CEO of Nokia: ".. We have announced that we have reduced 155 jobs in Finland, but it is good to remember that in the last couple of years we have hired about 1,200 employees in Finland." So if the average lately has been about 600 new hires per year and about half of them - as mention in a previous statement - foreigners, it would make about 300 foreigners hired locally by Nokia in Finland. It can well be that during the later part of the fiscal year, they don't do much hiring in Finland. But as the CEO has mention, it all depends on how their customers investment volumes will recover.
You can start searching on the job websites mentioned in Part 2 and the usual process is that the HR or hiring manager contacts the candidates directly through email or phone, in case they are short listed.

You can change the language if you open it in browser. But then it will most likely need finnish language skills.
