The Gentleman used a set of comprehensive scaled down planes for a B-17. They were used by R/C modellers to be replica models of the original. The gentlemen then scaled these plans back up to the scale it is now to the original. The plane is fully certified by the federal regulatory bodies for aviation in the USA having had to pass all engineering and safety regulations. You need a commercial rated multi engine pilots licence to fly this plane legally something he had as been a pilot a long time.

I get what he was saying. Scaling aircraft re aerodynamics is a bit tricky. The physics of large is not necessarily the physics of small and especially vice versa. The B-24 for example had a laminar flow wing and its form is a function of anticipated velocity. Bally's plane is 1/3 scale but the stall speed of the wing is not.

i'm guessing it is a flying airplane? I've seen several videos of this thing and not so much as an engine start.

Has ANYONE ever seen the model B-17 fly? Is there any video? Did it fly at Air Venture 2018? I hear him quote speeds, based upon what? Calculations or actual experience?

Gone are the days when building an aircraft meant learning to measure, cut, form, drill, ....
