With some of the Looney Toons episodes from the early 40s, they were done to entertain the American Soldiers during war time before they faced their real enemy in Europe and Asia. It was a way for them to laugh knowing full well they they may never come back home, so that is why it had to be funny and make fun of their opponents.
There was a Bruce Lee movie like that where the leader of another martial arts school was secretly Japanese. They found out because he was changing his shirt and they saw his nipples, so that is how they could tell. No joke.
That's something a lot of people sorta forget, that a lot of the earlier Loony Tunes were in the middle and the height of WW2 in the early to mid 40's. So, it was more of them making fun of Hitler for morale, and as far as the "Chinese/Japanese" part, if you look close the turtle is holding a sign with the "Imperial Japan" flag on it, which I can only guess he got it from the duck and trying to hit him with it, you have to understand how pissed America was at Japan after Pearl Harbor. While, I won't argue, that there was some racist cartoons made, but the ones towards Hitler and Imperial Japan, that was mostly to make fun of them and as a morale boost for back home, as well as something for the troops fighting them to enjoy at the time.
"Tokio Jokio" (1943) was one such example of holding the Japanese up to ridicule during the war. It was a parody of a Jap newsreel, supposedly showing what was going on over there- and iin one sequence, "Professor Tojo" shows the audience how to make a "Japanese Club Sandwich" {"Slice-a bread ration card, so.........place a piece of-a meat ration card, so.......then, eat'm! Oh, yum-yumma sanwich!!! MMMMMM! After eating, you will enjoying a club!"/**belts himself on the head with a club, and collapses- then, pops up with large throbbing lump on forehead, flapping lower lip*}.*
Ether supposedly slows down your reactions before it makes you unconscious- and in this exaggerated context, Bugs and the "Evil Scientist" have a "slow-motion" chsse {"Coooooommmme baaaaaack heeeeeeere youuuuuuuu raaaaaaaaa-bit.........."}.

By not acknowledging that countries such as Korea, China and Japan are independent from each other, have their own societies, histories and traditions, you are disregarding those nations’ autonomies. By not taking the time and effort to learn about these complex cultures that have, over-time, formed fascinating nations, you assume that they are the same, which is racist. The term “Asian” is of course descriptive, but Asia is a huge continent with hundreds of different peoples and cultures. When possible, be specific, and show people respect by acknowledging where they come from.
