I spoke to Jeff and had a very good conversation with him. He agrees now that you had every right to be where you were, as well as doing what you were doing. He acknowledged that pressing a panic button or making a report to emergency Services is illegal.... He also admitted that he had spoken with and corrected his janitor over the procedures to deal with issues in the building. Apparently she now knows people above her need to be the ones making the call, not her.

Cops usually respond to a panic alarm with weapons in hand. That's a high priority call. Had they just called and explained what was going on is one thing, hitting a panic alarm is quite about.
You are lucky that these cops were pretty chill; this could have turned out really bad!

They need to have two Panic Buttons. One for actual Emergencies and One for Cameras. These are some of the most disgusting public officials I have ever seen.

The city manager Jeff, was actually pretty reasonable. He was cordial and respectful. The woman who hit the panic button and the janitor are a complete disaster. She should know that alarm should only be used in a true emergency, not as some sort of retaliatory device. Hopefully, she was admonished, but Jeff seemed pretty beta.

This is the first video I have seen of yours. You did a great job here. I was happy with the officers reactions to you as they were not openly hostile. The employees in that building have problems and I think should be charged with abusing the emergency system. The city manager needs to learn how to respectfully communicate with people as interrupting them repeatedly is in no way appropriate.

That room at the end of the hall, beside the employees-only sign, cannot reasonably be considered a restricted area with the door standing open and no sign saying it is restricted in any way. I understand not wanting to push it at the time, but you definitely could have gone in there.
Emergency button is hit so infrequently that employee will not be criticized.

And I'm not sure how their policy is, but the fact that they announced in front of the "suspect" to push the button, continued to confront and get next to the "suspect", and that she admitted she wasn't afraid of him and his legal actions which means the panic button wasn't needed, at least one of these should be a policy violation somewhere

Once the 3 cops realized what was going on they could have sent 2 of them back out into the public to do their jobs. But officers seem incapable of doing their jobs by themselves. But I couldn't believe they left without giving directives.
Most panic buttons in such place are wired into 911. Pressing one when it's not warranted is equal to calling 911 when it's not warranted. Which is definitely illegal.
Yea and it literally NEVER will get pursued in these scenerios. Absolutely disgusting.

In all fairness that button is for an emergency. Emergency meaning there is a person with a weapon or something extreme. Those females should be fired and fined for making a false 911 call. The cops did do what they should have, not knowing it was for a man with a CAMERA. The responsibility of the police showing up in force is on those women....
