Steps:
0:07 Round count
1:12 Cast On: With waste yarn cast on all 46 stitches. Make sure that your machine is in circular knitting mode. Knit 5 rounds.
1:25 Switch to main color of the hat. Knit 20 rounds.
2:34 Brim Color Change. Switch to your brim color. Knit 20 total rounds.
3:25 Tie the ends together.
3:45 Unexpected 😉 dropped stitch.
4:57 Switch to main color. Knit 20 rounds.
5:43 Another dropped and tucked stitches.
8:00 Tie the ends together. Roll up your tube.
8:40 Don’t cut the yarn. Change to waste yarn. Knit at least 5 rounds.
9:10 Cast off.
9:30 Assembly.
10:16 Single crochet around. (46 stitches, or as many as your knitting machine's needles)
13:40 Single crochet across. (23 stitches, or half of your knitting machine's needles)
17:43 Sew the ears.

This hat was made with Bernat Cozy Style and Mainstays. Both are 4 medium yarns purchased from Walmart. With my Addi knitting machines, I like to use Lion Brand Pound of Love, Lion Brand Heartland, or any yarn that is 4 Medium. I noticed that if my Addi machine doesn't like a specific yarn, my Sentro knitting machine will love it. Currently, Caron Latte Cakes is one of my favorite yarn for my knitting machine. How many rows could I use for a toddler size hat for 2yr and 3yr old and possibly an adult sizes
For an adult you can make 90 rounds and for child 80 rounds. Depending on the yarn that you use and the tension as well, you may need to knit more or less rounds.

I've been doing 90 rounds for a small child size. 120 rounds is what the adults like whom I've given them to. They seem to like the few extra inches at the top.

Would it the same row count with a 40 or 48 pin machine?
With a 48-pin machine (use tight tension for the yarn) it will be the same row count. You can use the same row count with a 40 needles machine, but it will be a tight hat. If you want the hat for a 6-month size, then knit more rounds.

The patterns I see for newborns look more like 3 months to me.
Yes, you're right, if the knitting machine has 46 or 48 needles, the hats (beanies) are a bit bigger for the newborns; but if you have a knitting machine with less needles (I have the 40 needles and the 22 needles), then they should fit a newborn.
