You’ve missed the story and the ending plot twist. She is attending Hyungseok’s funeral at the beginning, wearing white indicates Bibi is Hyungseok’s wife, daughter, or sister. You think the government official is the guy who killed Hyungseok and that is why Bibi is enacting vengeance on him. But the end reveals that it is Bibi who ordered the hit on Hyungseok. Hyungseok is the dead guy in the trunk who her girl gang stuffed in the barrel and threw in the river.
