Do you mean the beat that starts at the beginning and continues through out is the Japanese Goblin part? Because, kinda true, the actual bridge of Japanese Goblin is the only thing that isnt inherently Broken Moon, otherwise Japanese Goblin is somewhat different broken moon remix.

It's a common misconception even stated on Touhou Wiki itself.
The reason? Well, it wasn't arranged by ZUN.
But by U2.
The Fabled Land of Onigashima would be her actual character theme.
(And no, As Drunk as I Like also isn't her character theme, it's a stage theme)
