Sophia university students are famous for their English ability but I would recommend you to study at hitotsubashi because the students level is much different from Sophia. It’s considered around third to fifth hardest university for Japanese to get in.

Please if you don’t live here or haven’t been here don’t make statements by yourself. Not generally speaking. National Universities (e.g., Kyoto U, UTokyo, Nagoya U, Osaka U) have special English-language programs aimed at international students and Japanese returnees. These programs are completely in English, but the choice of degree programs is still a little limited compared to what you can do if you speak perfect Japanese... For more info, I suggest you check out the "Global 30" (or G30) programs at the university you're interested in. UTokyo also has something called "PEAK" but I'm not very knowledgeable about this one.
I haven't been to Keio (though a friend of mine has). Just want to give you a general hint that you need to watch out what kind of university rankings you consult... Japan has, generally speaking, public and private universities (over 700 in total). Public and especially "National" universities have a high standard and are difficult to get into, but cost much less in tuition fees. Private universities are all over the place in terms of level. Some are great and some aren't. But they are all quite expensive. Keio University is often ranked second among private universities, but this is a very fluid ranking. In general, the best private institutions in Japan are Waseda, Keio, Sophia, International Christian University, and Doshisha.
If you're looking for English-based undergrad programs, Keio only has 2: Economics (PEARL) and GIGA (Interdisciplinary). My son is now a freshman in Keio Economics (PEARL). He chose it over Kyushu (Civil Eng) and Sophia (Economics). He's now enjoying the learnings and challenges given them by the professors who have very good credentials. Most of his professors (yep, not all) are great at teaching. All of his classes are small in size so there's more interaction and engagement. Keio was his first choice. His second was Kyushu. Major factor is the location. My son is an extrovert so he prefers big cities. His classmates at Keio are mostly extroverts, good thing, that is why he enjoys it there so much. Also, we read that Keio has a bigger alumni network in Tokyo, particularly employed in the big corporations. Keio Economics is also reputably one of the top Econ programs in Japan. So, hopefully he will be able to get a job with those considerations even as an international student, or get into top graduate Econ/Finance programs in the US/Europe if he decides to pursue that first. So, it really depends on the factors that you would want to consider. I think for science and engineering majors, (English-based, that is), it is best in the top public universities as they cost so much less and they offer a lot of scholarship opportunities. BTW, as an aside, my son chose Keio even over Boston University (my choice was Boston U over Keio 😞)...

This year, APU was the only Japanese university to receive a perfect score in the International Faculty and International Students categories in the Asia rankings. According to QS, APU ranks within the top 2.5% of universities in Asia overall. So I personally think Ritsumeikan APU university.

Generally, anywhere that is not Tokyo, Osaka, Kyoto. Living costs go down rapidly in rural areas. If you still want to live in a larger city, I suggest you check out Kyushu, Nagoya, Sendai and Sapporo. There are excellent universities in these cities as well.

You’ll get an excellent in either school, so it won’t necessarily be critical to pick one based on academics. I love Mie’s campus, chill vibe, and location (close to the sea), but I’m a city guy and I prefer a more cosmopolitan/international, urban atmosphere, so I’d choose Tokyo Institute of Technology. I suggest visiting both and checking which one you feel more of a connection with.
