You can apply as a freshman, I don’t see any problem with that. If you want to transfer though, that’s probably difficult to do especially transferring to a different field
PEAK is an international college at the University of Tokyo that teaches in English. So, they have different majors you can choose from and so, you can only choose from those majors

I heard some rumours that Japanese universities are very easy while their highschool is hard and that their undergrad programs don't make you learn much. Is that true for UTokyo or does UTokyo have a good undergrad program for going into the faculty of science. Is the course rigor good?
I can't speak for all Japanese universities, but UTokyo has excellent STEM fields. It's basically Ivy League of Japan and has produced multiple Nobel Laureates (multiple from just one university!). Japan has very good basic science programs in general.
I saw on some pages that for tradational undergraduate programs, you need to be proficient in japanese before enrollment. Does a student need to be profficient in japanese before giving the entry test and getting accepted by the university or after they are accepted the student can learn japanese in one of the japanese language schools and then enroll in the University?

I highly doubt they mandate the SAT as this is an American test. If you have a good score it could help your odds but they most likely won't force you to take it.

They do offer computer science, but it is in Japanese. You'll need to be proficient in Japanese.

Hello, you need to be proficient in Japanese. If you are not, you can enroll in their language programs for 1 year and then apply for admissions.
