Actually, it's a little more than that. It's a song trolling the music industry and people who blindly (pun intended) listen to music. He specifically writes nonsensical lyrics; however, since he gives the song a good "Hook" and sets it in Pachelbel's Canon In D...... *IT'LL STILL* be a hit.
Such a great band, and this is one of their best songs, IMO. Also, while John Popper mostly gets attention for his virtuoso harmonica playing, I think the standout feature of this song are the vocals. Yes, that harmonica solo is fantastic, but listen to the intricacies of his singing. Light and fluttery one instant, steady and even the next, then it's a growl, this it's a quiver, then it's a shout, then it's a falsetto. His vocals are like the sonic equivalent of a butterfly in flight -- you never really know where it's going to go. And of course the music itself is top-notch (especially the bass, by the late Bobby Sheehan). A great song all around.
The harmonica solo is EPIC. I'm not exaggerating when I say it's a hallmark in music history. Someone needs to make sure this song ends up in a time capsule.
I had the pleasure of meeting John Popper, the lead singer and harmonica player back in 2008 or 2009. Blues Traveler played a show at my place of work. I’ve been a fan since I was a kid in the 90s... this song has so many layers and levels in so many different ways.
Seems too lyrically clever and self-aware to be a radio hit, but wouldn't you know...it was! The hook just works, even with the singer explaining the 'trick' to you as he does it. :D

He wrote the song because his friend criticized his songs for being too wordy and he needed to write one with just a good hook and not a lot of lyrics so... he kinda took the advice

It is about writing a song, however it's about writing a catchy tune when you need some quick money. That way he can live his life the way he wants.
