No, it's a whole legal jungle to deploy troops in the states, the national guard being the exception. A situation like this would very likely be dealt with by the FBI's Hostage Rescue Team.

In practice it would be a huge scandal if the president sent the military because some city introduced an ordinance he interpreted as subverting the authority of the US government. But in theory when/if POTUS considers that the authority of the federal government is subverted the military is a solution. Its how the Civil War was fought. Ultimately its his call. But if he started doing it for any emergency either Congress might intervene to reign in such authority or clarify it or might even attempt to impeach although that would probably fail.
Technically speaking no armed forces are allowed to do operations inside the states (with the exception of the National Guard). In this instance the National Guard very well couldve been an option, since the California National Guard specializes in the Infantry MOS. More likely FBI or ATF would’ve taken over though due to the amount of explosives there.
Getting more than one shot from a moving platform like Hondo's is extremely difficult. While taking fire it is even more difficult. Also, doesn't protect the VIP.
