It's an outdoor performance, One Night With Regine concert, with full orchestra. This is one of my favorite performances of Regine, very theatrical, link below. If you knew how her father is the one who trained her vocal stamina through old school techniques like having her submerged in water neck-deep will make you more understand how she gets more emotional with songs like those. Look for her videos singing to her dad (when he was still alive) the song “Leader of the Band” privately and you would appreciate her more.
The song is originally sung by Regine's idol Barbra Streisand from the movie Yentl. She got to perform that song with the composer himself when he held a concert in Manila. Michel Legrand who composed the song was soooo impressed with Regine that she compared her to Streisand. You can watch in youtube their collaboration.

If I remember right Regine when she started.was.trained by her late father. She was made to.immerse herself in the water way up to her chest then vocalize. The.song she sang I think was a remembrance of her father without whom she wouldn't be a premier songbird.

I recommend you have to watch her cover of the iconic song " love story where do i begin".. she sang that song with the whole ochestra behind her.. that was epic! She can literally overthrown the whole orchestra with her own voice..
I just wanted to clarify that her overmodulation may not follow the orthodox healthy style of singing because her training is informal. She was trained since she was a kid to vocalize neck-deep in a river; that is why she can sing with power and high volume. I guess for Western vocal exercises, they do not include that in their training. Regine can endure singing songs that require belting the whole night for two days. And until now, she can still belt although her acid reflux has made her belting technique difficult to do.
