I've noticed that areas with more Muslims seem less clean compared to non-Muslim areas especially in Mumbai and Pakistan seems to be facing the same issue. But it does not apply to Muslims outside this region. Not just middle East but countries with majority Muslim population like Malaysia, Indonesia etc are also quite clean.
