Its because they issued an update for that tornado warning, tornado warnings take full priority on the weather broadcast, earlier in the video during a severe tstorm warning, you can hear it stop short for a tornado warning, its to get the message out faster
In the past year, Indianapolis has only had two tornadoes. On June 15th 2019, a Tornado Warning was issued for SE Marion and SW Hancock. I was telling my dad about it but after the first sentence, our phones went off. On April 8th 2020, a Tornado Warning was issued for SW Marion, Morgan, Rush, and Shelby counties. I was in the shower. I got out of the shower, and I heard strong winds. I wrap a towel round my waist and I go downstairs to see whats going on. I come down to the EAS on my screen saying "Tornado Warning". I rush upstairs, put on clothes, grab my radio, and I dart downstairs and sit down to watch the news. I then found out its not for **my** part of the county, then I go upstairs, and I record multiple Severe Thunderstorm Warnings.
I remember the time at my aunt's house in 2015 or 2016, we were watching a show and a tornado warning showed up, like the old colorful one with a Blue Text On the bottom, I thought I was gonna die, but we had got to a room with no windows and me and my cousin slept in that room. (This was in Memphis, TN)

On the last Wednesday of each month, my emergency managers in Maryland conducted a Required Monthly Test (RMT). "Got another EAS Compilation for you folks. We had some severe storms move through my area on Memorial Day. It all kicks off around 3:45 PM and goes until around 5:30 PM. Sorry about the first few warnings how the WR-120 had a glare on the screen. That's because my drapes were open and I didn't realize that it was causing that glare. There are some parts where I leave the radio's audio on, that is so you can listen to the severe weather statements, I wish they would activate the radios for those statements, but they don't. Outch glad I live in Florida my dad lives in Kansas City surprisingly my step mom Lisa looks up the history of Kansas City they have not have had one tornado in it’s entire history that’s a pleasant surprise but they do have severe storms with big hail my dad’s truck has some pretty big dents thank god it’s an older truck so it’s not totaled ping pong ball size hail Outch I would cry if I saw a Mustang get totaled by hail like that no thanks I’ll live here in Florida and put up with hurricanes

This right here is what happens when storm trackers/chasers with SKYWARN like me see trouble & will immediately call the National Weather Service directly on the phone or by HAM radio. We send them direct proof of the event taking place. We give them our spotter ID which allows the EAS to be triggered with the specific tag "Confirmed Tornado." For so & so location. If you receive a tornado warning or severe thunderstorm warning more than likely it's because a storm spotter/chaser has seen something 2/3 of the time. You will receive these warning through your phones, radios, or through TV.

I remember my first really vivid tornado I experienced. I have been in other tornadoes, but they weren’t too vivid. In August 10, 2020, i was outside. The winds were suddenly very calm, and I felt really suspicious. My siblings and I were pretending a tornado was going on, ironically. We went inside because it felt cool all of a sudden and our stomachs told us to go inside. I was actually watching my local news when I went inside! (Channel 16, I think.) they said there was a slim chance for a tornado but I felt really scared. There was a high chance for a tstorm and while I was playing outside there was a severe tstorm! I got scared so I stood up and grabbed my pillow. Not even 2 seconds later ALL of the phones went off. It was my first time actually hearing that sound when a tornado happened. I looked at the tv and it said “tornado warning” in my county. I yelled, TORNADO! My mom came out of the shower and was confused. I told her there’s a tornado. I started crying and yelling bc it gave me anxiety. My basement is actually outside and my basement isn’t even save since there’s not too much protection or walls. There was a bed there and I sat down on it, praying for it to be over. Suddenly the winds picked up. Then it just..stopped? I found that odd but it hailed and was thundering (not lighting) Our phones went off but my parents thought it was over. I told them, “no! Please! It’s not over yet!!” They went back up and I was wayyyyy too scared to be down there alone, so I went back up. An eerie day. It was just an ef0!
I would imagine they did for the area that was affected by the warning around the 23-minute mark. Porter County is really good about activating the sirens.

When both get activated it indicates that the alert was for my county. You also can't tell which radio the voice comes from and that's due to both talking at the same time.
I'm pretty sure the #263 part means it's the 263rd Tornado Watch (or Watch in general, not 100% sure which it is) issued by the storm prediction center that year.

My little WR120 has never let me down, man. Had it for several years and she's gotten me through several outbreaks. They're solid little radios.
