The Turkish parenting....kinda like a hybrid of the two depicted. A common 70's-80's trope was the kid pretending to study with a comic book inside of the textbook.
I could be wrong because I speak Japanese so the characters are a little different, but it seems that for the punishment part the English translation might have been switched for which is which. Edit: Plus I am pretty sure you would get the authorities called on you if you were seen chasing someone with an electric fly swatter, lol.
