Excessive reliance on tuition can diminish students' joy of learning: Gan Siow Huang

  • The overall growth in tuition expenditure across households was similar to the growth in overall household income from all sources, based on findings from the Household Expenditure Survey 2023. It was also similar to the increase in the Consumer Price Index for enrichment and supplementary courses. The Ministry of Education (MOE) recognises that the reasons for taking up tuition are varied - some students genuinely need more dedicated help while others have tuition even though they are coping well.
    Minister of State for Education Gan Siow Huang, who shared these observations in reply to an MP’s question in Parliament on Wednesday (Feb 5), warned that excessive reliance on tuition can diminish the students’ joy of learning. She highlighted the efforts of MOE to shift away from an over-emphasis on academic results and urged parents to give more time and space for their children to maximise their talents and strengths.       PAP MPs give their children private tuition. More targeted and not accessible to even the richer member of our society.

    I also send my son for Math tuition. I find that the tuition centre can provide books that shows very good step by step & very clear methods to solve problems. But why schools can't provide too. If schools can provide the same teaching method like tuition centre, children will not have to go for tuition. Parents are stressful for mthly extra tuition fees & children are stressful for extra lesson. I suggest MOE should do a research why those children who attended tuition lesson can score better marks.

      Tuition is like 10 per students. School is 32 vs 1 teacher. Of cos easier to control 10 people lah. And btw going tuition means extra work. It means u are doing more work. More work is equal to more understanding

      It would always feel like private tuition is better. Good teachers will always opt for private tutions to earn more money over public schools. It's a double ended sword. But as parents if society normalizes not to over expect from kids, it can help kids relax is my opinion.

    Shouldn't the ministry reflect on why parents have no confidence in the education system? From the speech and responses, it only suggests that there are too many assumptions made. How much are these assumptions true?
    By not being worried of competition, does it mean it does not exist in reality? If we parents should not be overly focused on academic, shouldn't qualifying grades to the next level of education be allocated to 50% academic and another 50% to non-academic performance?

    Even back in my days of public schooling, the curriculum versus what are exams came out, its almost impossible to get good grades.Sometimes i dont know if the teacher who is teaching the topics, know what they are teaching, or just teaching the minimum. End day, as a student, my parent has no choice but to get tuition for me to strength the understanding of the subject.
    It goes to show, public schooling only gives you the minimum, if you needed to excel, you needed the extra hours and dedicated advise from tutors, comparing to a class 1 teacher to 30 students ratio.

    Moe needs to reward students who are committed to wholistic development. Children who love music should be able to develop that side of themselves in secondary school and junior college.

    Simple. Tuition is only way if you want your child to excel. Bcos tuition ctrs can better prepared the students for the exams. I witness my girl jump multiple ALs after i succumbed to the pressure of sending her for tuition when i saw her grades in P5 but then she attained single digit ALs for her PSLE. It is what it is. Questions modes in school tests and exams are set outside of what are being taught in school. One can just compare the resources of the P6 students in the best class of a primary school against the rest, and then you will see for yourself. The meritocracy game is now for the endowed ones. Not to mention those HNW northasian parents who will go all out to pay and block out famous tutors for their 'groups only'.

    when you can go to any school without academic results, or get into the course you want without results, then you can do away with these excessive emphasis on results and tuition. Do away with PSLE and o/a levels then I will believe it. If not, this is total bs.

    Unfortunately tuition had become a necessity at least for the wider population (assuming top 10% of students do not require) based on these reasons:
    1. Try solving the P5/P6 science exam papers relying on the Text book and notes provided by schools . One will feel so frustrated that these resources alone are barely sufficient
    -> hence outsource to Pte tuition which (not all) seems to have better structured teaching notes with proper answering techniques
    2. It’s very de-moralising for the child if he realise he can’t solve more than half of the Math word problems! For the parents , it’s not easy to grasp the Math models questions as most of us grew up learning algebra method therefore it is challenging for us to understand and teach our children . Btw the Math textbook that is part of the MOE syllabus book list which we purchased for our kids is not even used in class!
    Unfortunately this had become a vicious cycle . Until we find a way to relook at current school teaching approach/resources to suit the rigor of exam expectations (psle etc ) , extra tuition will be here to stay

    On using education to reduce inequality, Prof Tambyah pointed out that school- and class-ranking be scrapped. Schools will not segregate pupils according to their examination results.

    SDP also proposes to abolish the PSLE, and this should be complemented by broadening the curricula and reducing the workload.

    It's better to ban tuitions as it severely affect social mobility and national harmony. During my time in sec school, the richer kids who attended tuitions mostly were able to score well enough to attend JCs and Polys, whereas those from lower socio-economic families mostly ended up in ITEs or even dropping out from schools.

      Defo not overrated. Its like kids who are gifted in certain areas like music. They may have the talent and skill, but whats the point of forcing them to do more piano? They're just gonna hate the piano and do worse at it. Same for learning. Why force a kid to go tuition when they don't enjoy it. They're not learning anything.

    The solution is simple: Make academic results irrelevant, not just less emphasis.
    If we want kids to have a good holistic education, then base admission to schools on holistic-ness of each kid.
    I'm sure we can quantify holistic-ness. Clocking a certain number of community projects, volunteer hours, and attending workshops of different fields etc.

    Because there are examinations and the final grade determines which course one goes to, therefore, parents will try to do their best to help their children achieve their goals. Schools also have kpi to keep? Teachers are measured by their performance.
    Tuition is unavoidable because of different learning abilities. Those who are good want to be better, those who are weak wants to catch up. The question is whether the parents can afford what kind of tuition and whether the children have the capacity to do more after school hours.

    A certain number of school teachers cannot teach well. If your child gets this type of teacher, there is no known way to change teacher and the parents have to ensure that the child gets the right help to do sufficiently well. Other the child loses the joy of learning.
    Some teachers who cannot teach continue to teach in school. They are not measured by students’ feedback on whether they are truly effective in doing their job.
    Also, many teachers who can teach well are going to the private sector (tuition centre). Their performance is measured by the number of students signing up for their lessons. This is very unlike the school system where less competent teachers continue to stay in schools, thus, always creating a need for the child or parents to get better guidance.
    It is very sad for students without sufficient financial resources to get external help if their school teachers cannot teach well.

    Teach kids to become a better human being. Govt must first set good examples.
    School is like mass production. Teachers cannot keep track of everyone. The kids are playing, teachers also don't know. Tuition is dedicated attention and hence can ensure the kids actually get it. That said, govt should reflect. Part of the problems lies in not enough good jobs to go around so parents feels more pressure...want kids to study hard to get themselves a better job...only to discover most good jobs they can't even smell it. Some parents become over particular. Part of the problem lies in our society.

    Ms Gan, I think you may have lost touch with the ground. My girl needed help for Science at sec 2 and when I asked why there are no class to help since it is their streaming year, the HOD told me such classes are only available for upper secondary.

    A lot of your scholars relied on tuition. Remove them from their jobs and replace them with ITE graduates.

    The main flaw is the over reliance on PSLE results. MOE could look into allocating 40% of the overall results in problem-solving skills, PSPE, Arts subjects etc when clearing the Primary School exam. A concrete action requires less talk and justification.

    Why PSLE has many insane questions that is Secondary 1 or 2 level that even average adults cant answer? MOE said to selct those top % out. This means MOE is supporting these problems and I find it MOE talk rubbish and do opposites of its declarations.

    On the other hand, getting scholarships and million dollar salaries brings you the joy of financial independence, retiring early and being the boss of everyone who grew up not relying on tuition.
    So make your decisions wisely. Competition begins in kindergarten and the rich only want you to take your eyes off the ball so they can stop your from competing with their rich babies, step on you and grind your peasant faces into the dirt. Which MP not paying for tuition?
    Tuition is the difference between scholars and ITE.

    Just ban Tution for Pri school. As a Parent who have had kids who did PSLE in 2023. I had to put them to Tution just to keep them afloat. My girls are average: but 1 of my girl math was poor. Teacher spoke to us: say we suggest we put her to
    Foundation math. Or cos we didn’t agree/ put her for Tution: she took the normal math paper. She got a AL5 for it. From failing.. it’s sick that our kids have to suffer like this. Cos teachers know.. “inform the parents: they know what to do…. My job is done”.
    I’m now writing this while waiting for my girl to finish Tution. She is now is sec 2.
    Tution is multiracial
    Billion industry. It’s a cash cow for the government. So I wonder how they are gg to address this chaos:

    The issue is not just a lack of trust and reliability on the education system. There is also a problem with serious hiring practices within MOE. It's a big question why time after time, many teachers eventually leave or stay on just for the pay or actually moonlight at tuition centres or teach privately for extra income. And those who are very passionate don't even get past the interview stage because the interviews conducted itself are demeaning and when questioned, they interviews say it's to test your classroom management skills. Class sizes are still so huge...why can't it be just a small class size with more focused attention if indeed the role of education is to create curiousity rather than to create competitors? GSH just seems to be giving a speech and I think we've had enough of just speeches....until MOE has a better solution, parents will do all that they can to ensure a good future for their children and if that means relying on tuition centres then that will be it.

    I agree with MP Gan, was happy that my sec 1 teacher gave me additional work after class, made me stay behind in school just to catch up on foundational English, and I caught up with the rest of the class in year when I did double the work.

    I find govt should look at how the school teachs b4 commenting... my son just attend pri 1 last year, his first few ting xie already expecting them to understand hanyupinying and similar for english spelling... So if never go to extra classes, you expect a 7yrs old kids know about this? And my wife and I dun even expect my son to excel, just hope that he can catch up..

    As usual. General from SAF solving problems using imagination. The biggest problem is the large number of MOE teachers who are lousy. Who wants tuition if we can do without? And if the student don’t do well, can’t get a local degree, how to afford the million dollar flat?

    They always talk thhis and did the opposites. Then ask MOE to stop all these elites schools requirements and intake all neigbourhood schools according to its own region, example east schools for east students. This also shorten the travel time that all students need most in number 1 priority. Stop all tuitions ads! MOE is to blamed because they listen to some horrible comments that our education is easy. MOE changed the syllabus to be harder and advance by half year in recent years! Example P1 syllabus now learn P2 first half year, and so on to P6

    MPs are living in their own world. Tuition is now a necessity and not an option. School content today is much more than a decade ago. It is a REAL issue as students need to cover more educational content for the same academic years they spend.
    Let's not talk about joy of learning or not. You need to cover this amount of content and syllabus FOR THE EXAM. There is no exception. If you don't cover, you don't understand, you don't score well in the exam - the consequences are real - you either do not get to further your education and you stand a real chance your career options are going to be limited.
    Please do not talk about too much excessive emphasis on grades or exams when all sectors of economic industries are looking at your exam results and certificates when they do job hiring. Oh, i may have forgotten. The MP fees they get per month is already placing them in the top rung of society.
    Parents already do not do excessive tuition as the cost is not low for tuition classes. Most parents are hiring tutors to supplement what their children are lacking or they need to cover.
