If it's leaking past the piston in the cylinder the valve won't help. Put a temporary manual shut off value on the pressure side of the cylinder and if it leaks down with the value closed, then you'll know if you need to rebuild the cylinder. You can put a lock value on the cylinder that uses the pressure to lower the rail to open it, no need for another electric value. Good luck.

Just remember where you were folding up all the old woven wire fence and stay away from that area with any and all pneumatic tires! The old wire most likely was breaking off small pieces as you were bending it, and those small pieces can find their way into rubber tires!
