For Airplane! They bought a script for a normal film and then added the jokes, so they had an actual plot.

A parody is the genre has to be very familiar to a broad audience otherwise the jokes and references sail by undetected. Church movies until very recently have been very niche, shown at churches etc. Only in the past few years has Angel Studios broken out because their films work as films first, faith based movies second.
Spinal Tap worked because everyone got the cultural references and it was done with love.

The real interest of this project is that a filmmaker, executive producer convinced a financer with his treatment, synopsis,screenplay and his pitch deck and convinced a financer on paper that this project could make money.
