If you are born in Bihar and UP the only way going up in social ladder is to crack IAS/PCS/SSC level Govt Exams or become self employed or do entrepreneurship. Businesses avoid Bihar due to poor administration and infrastructure. Govt is opted by people and large section of population is still uneducated and poor. So all the talented people we see coming from Bihar is beacuse they have no other option to make their life better if they not focus on career first so they cracks exams in higher numbers in comparisons to other states still remain the poorest state.
