Is "checking for speeding idiot overtaking 5 cars" really an appropriate check ? Checking for someone overtaking 1 or 2, perhaps, but this guy coming from nowhere.... i mean would the police car have even seen the guy coming up from so far behind even if he did check ?

The idea is that you check you mirrors before turning. i would say 100% fault with thhe police. Every time i turn regardless where and how i check mirrors. Every single time. Also how did you know he was speeding? He didn't come from nowhere he came from behind. Yes he would have seen it.
