I think the reason why Percy looks different (you are correct about that) Percy’s basis is…Unknown, so people have made their own headcanon for him, there is a Percy model for the game this was filmed on, but I believe the creator was going for their own take
when the characters motions the Kipper, they are referring to a non stop fish train, a sort of express goods service to the mainland, specifically manchester.
4:02 "Kipper" refers to the cargo, which is herring (a small, oily and smelly fish) that has been split in butterfly fashion from tail to head along the dorsal ridge (basically, along the fish's length), gutted, salted or pickled, and cold-smoked over smouldering wood chips. The vans (the type of wagon or "car" they're transported in, known as "boxcars" but these are of the refrigerated type) didn't have a seperate nickname as unlike the US, British rolling stock had their names referring to their use or their cargo e.g. banana van, meat van, fruit van, fish van, etc.
Age is a tricky topic for engines in the series. For context, here's their assumed build dates: 1896 Edward 1897 Percy (maybe?) 1899 Donald & Douglas 1912(?) James 1914 Toby 1915 Thomas 1919 Henry 1921 Gordon 1929(?) Duck 1934(?) Oliver Though it's kinda weird compared to how they're often portrayed in character: Percy is indeed depicted as a young naive, later cheeky scamp (the 21st century really tends to baby him), but if he was a Trojan he'd be just a year after Old Edward. Similarly is Thomas; he's been a young bouncy type, but he a number of years before Gordon and just 1 year after old Toby. And yet when engines are new, like say only a few years old, they don't often seem like we'd expect of human toddlers.

To the question, who's the youngest in Thomas, the simple answer is I don't know. But Percy if you count his Real life bases that many think he looks similar too as he doesn't have an official inspiration, then he is one of the oldest engines on Sodor in Fact.
